Description: Federal Aid Project No. STP-1942(600), WIN 019426.00 and STP-1942(610), WIN 019426.10 Location: In Cumberland County, project is located between the Nonesuch River adjacent to Desfosses Ave. in Scarborough and extending to the Wainwright Recreational Complex in South Portland. Outline of Work: Construction of a new recreational trail, construction of a new pedestrian bridge superstructure on existing abutments over the Nonesuch River, construction of a new pedestrian bridge over the CSX railroad tracks, and other incidental work. The basis of award will be lowest qualifying bid. General questions may be directed to Kimberly Morrison at (207) 730-4088. Bidders shall not contact anyone else for clarification of contract provisions. Questions received after noon on the Monday (or if Monday is a state Holiday, Friday) prior to bid opening date will not be answered. Each Bid must be made upon blank forms provided by the Municipality and must be accompanied by a bid bond of 5% of the bid amount or an official bank check, cashiers check, certified check, certificate of deposit, or United States postal money order for 5% of the bid amount, payable to Town of Scarborough, as a Bid Guaranty. A Contract Performance Surety Bond and a Contract Payment Surety Bond, each for 100% of the Contract price, shall be required of the successful Bidder. This Contract is subject to all applicable federal laws, as well as Disadvantaged Business Enterprise Program requirements as set forth by the Maine Department of Transportation (MaineDOT). The lowest responsive bidder must demonstrate to the Municipality that it is qualified to undertake the work to be considered for the award of this contract. The low bidder must become, or currently be listed, for Bridge Construction prequalification prior to contract award. Current pre-qualification by the Maine Department of Transportation in an appropriate category may fulfill this requirement. The Municipality reserves the right to reject any or all bids This work shall consist of furnishing, placing, and compacting Expanded Shale Lightweight Aggregate according to the lines and grades shown on the plans and cross sections or as directed by the Resident. The Contractor shall furnish a uniformly blended, homogeneous mixture placed as one or more courses of Hot Mix Asphalt Pavement (HMA) on an approved base in accordance with the contract documents and in reasonably close conformity with the lines, grades, thickness, and typical cross sections shown on the plans or established by the Resident. The Department will accept this work under Quality Assurance provisions, in accordance with these specifications and the requirements of Section 106 - Quality, the provisions of AASHTO M 323 except where otherwise noted in sections 401 and 703 of these specifications, and the MaineDOT Policies and Procedures for HMA Sampling and Testing. This work shall consist of constructing one or more courses of Hot Mix Asphalt pavement on an approved base in accordance with these specifications, and in reasonably close conformity with the lines, grades, thickness and typical cross sections shown on the plans or established. The HMA pavement shall be composed of a mixture of aggregate, filler if required, and asphalt material. The work included in this section includes the removal of all loose/deteriorated existing mortar, and the removal of all other foreign or deleterious materials from the existing stone masonry joints and filling voids between existing stone masonry blocks with mortar, and then repointing the joints. The work shall be completed as directed by the Resident. This work shall consist of detailing, furnishing, fabricating, transporting, framing, and placing or erecting lumber or structural timber; installing hardware; and applying preservative treatment. Work under this item shall be in conformance with the applicable portions of Section 504 of the Standard Specifications. The work under this specification shall include furnishing and installing a Prefabricated Bridge Superstructure, including bridge bearings, anti-climb shields, and other incidentals, as shown on the Plans. The bridge superstructure shall be fully engineered according to the requirements contained herein. All necessary work and incidental items required to complete the installation, connections to the substructure (including bearings and anchor rods), and electrical grounding shall be included in this work. Replace this section with the following: This work shall consist of furnishing and installing timber guardrail at locations shown on the plans and in reasonably close conformity with the lines, grades, and details shown on the plans. This work shall also consist of installing a pipe entry gate in reasonably close conformity with the lines and grades as shown on the Plans or as approved by the Resident. The installation shall include the assembly and erection of all parts and materials complete at the locations as shown on the Plans or as approved by the Resident. This work shall also consist of furnishing and installing a chain link fence sliding gate, 4' tall and 12' wide in reasonably close conformity with the lines and grades as shown on the Plans or as approved by the Resident. The installation shall include the assembly and erection of all parts and materials complete at the locations as shown on the Plans or as approved by the Resident. Work under this item shall consist of furnishing and installing benches, concrete footings, and mounting to concrete footings at a location along the trail by Prout's pond. The exact location of the bench shall be determined by the Resident. This work shall consist of furnishing and installing all materials and equipment necessary for the assembly, delivery, and installation of the collapsible bollards, in accordance with these specifications, as shown on the plans, and as directed by the Resident. Collapsible bollards shall be Traffic Guard, LLC Double Post Collapsible Bollards or approved equal. A. Summary: The Town of Scarborough, in cooperation with the City of South Portland, the Maine Department of Transportation (MDOT) and the Eastern Trail Management District proposes to construct a stormwater management system for 1.6 miles of non-motorized pedestrian/bike path between the northern end of the existing Eastern Trail on the south side of the Nonesuch River in Scarborough to the southern end the Eastern Trail segment in the Wainwright recreation field complex in South Portland. The proposed trail will have either a paved or stone dust surface depending on the location and will be 10 feet wide to 12 feet wide paved or stone dust trail, that will include permanently maintained two-foot-wide loamed and seeded trail shoulders. The proposed trail adds approximately 2.15 acres of new developed area of which 1.62 is new impervious area. A two-foot-wide grassed shoulder on each side of the trail will be regularly mowed and maintained for public safety, accounting for 31,670 sf (0.73 acres) of the proposed trail.
