**As of January 23, 2019, this project has been awarded to Ranger Contracting Inc. for the amount of $574,657.50 Goal: 1.64% Women Owned, .64%Minority Owned. The Project consists of constructing a 1.08 MG concrete tank and appurtenances on Dave View Drive in Skowhegan, as well as the associated sitework. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. The Issuing Office is Wright-Pierce, 11 Bowdoin Mill Island, Suite 140, Topsham, Maine 04086. The Bid will not be awarded to a Bidder unless a record for obtaining at least one set of Bidding Documents exists in the Issuing Office. To meet this requirement and to establish the record of receipt, a prospective Bidder must obtain Bidding Documents using the name that is to appear on the Bid Form. This project includes American Iron and Steel Requirements. A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidders maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner. This contract is expected to be funded in whole or in part by the State of Maine Department of Health and Human Services (DHHS) Drinking Water Program Water State Revolving Loan Fund (DWSRF) program. Neither the State of Maine nor any of its departments, agencies, or employees is or will be a party to this contract. The word agency in the contract documents refers to the Maine Drinking Water Program (DWP) and all other involved funding agencies. The contractor must comply with the Disadvantaged Business Enterprises (DBE) SRF special requirements contained in the DWSRF Supplemental General Conditions (0800 SC-22.) Failure of the successful bidder to complete the pre-award requirements of this program may result in finding that the bidder is non-responsible and therefore not entitled to award of this contract. The successful bidder must furnish a complete list of sub-bidders, if requested by the Engineer. The successful bidder must furnish, within 15 days after the Notice of Award, four sets of signed Contract Documents, 100% Performance Bond, 100% Payment Bond and proof of insurance documentation acceptable to the Owner. The successful bidder must begin execution of this Contract within 10 days following the Notice to Proceed. The contractor must comply with the Presidents Executive Order No. 11246 and amendments and supplements to that Order. Requirements for Bidders and Contractors under this Order are located in the DWSRF Supplemental General Conditions. The contractor must comply with all Federal Requirements per the DWSRF Supplemental General Conditions, including the Safe Drinking Water Act, Clean Air Act, Clean Water Act, Executive Order 11738, and the Environmental Protection Agency regulations (40 CFR Part 15). The contractor must comply with Davis-Bacon (DB) and Davis-Bacon Related Acts (DBRA), including the Department of Labor (DOL) Regulations relating to the Copeland Anti-Kickback Act and the Contract Work Hours and Safety Standards Act, as stated in the DWSRF Supplemental General Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents. The Maine Water Company Skowhegan Division reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the MWSD.
