Site work and paving for a mixed-use development in Topsham, Maine. Conceptual plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Town of Topsham is requesting proposals for the design and engineering of a sidewalk for Tedford Road. Public Works Director Dennis Cox can be contacted for any questions at dcox@topshammaine.com or (207) 725-1728. The Town of Topsham has been engaging in a multi-year project to upgrade Tedford Road. The following work has been done to date: - Tedford Road has been surveyed; - A conceptual design of a sidewalk has been prepared, presented to the public at a Neighborhood meeting and garnered support. The endorsed plan is to have the sidewalk built within the existing the right of way on the western side of the road. - The culvert at the northern end of the Tedford Road has been replaced and a sidewalk has been installed in the replaced section. The next phase the Town of Topsham desires to undertake is to the installation of the sidewalk. The Town of Topsham Public Works is soliciting engineering services from qualified firms for the engineering, design, permitting of the sidewalk and road design. Depending on the anticipated cost, the work is expected to be undertaken during the 2026 or 2027 construction season. We would also like the option of retaining the successful engineering to provide construction oversight on the project is it is built during the 2026 and/or 2027 construction season. The existing road right of way is approximately "2 rods" wide and the existing pavement is approximately 20 feet wide. As identified by the preliminary design, there are several challenges in laying out the travel way for cars and pedestrians including the boundary lines, large trees, sewer and water services and drainage. The infrastructure improvements are led by the Public Works Department. The principal project contact is Dennis Cox, Public Works Director. Dennis will be managing the RFP process. The Town of Topsham assumes no responsibility for costs incurred in responding to this request. All proposals received shall be considered confidential and not available for public review until after a firm has been selected. All proposals may be subject to negotiations prior to the award of a contract. This Request for Proposal (RFP) does not commit the Town to award a contract, to pay any costs incurred in the preparation of a response to this request, or to procure a contract for services, supplies or equipment. The services requested are for engineering, design, permitting of the sidewalk/road design within the existing right of way and additional drainage infrastructure where necessary. The Town is interested in using any available grant funds to assist in the design, permitting and/or construction of this project. Any known grant funding sources should be provided with the submission of the response - and any experience managing the grant sources should be explained. If allowed by the grant source, the selected design firm or individual may take an administrative fee for their services. The Town anticipates selecting a design firm and entering into a contract for services by December 20, 2025. If the Town were to attempt to build the sidewalk during the summer 2026 construction season, a high confidence estimate of probable construction costs would need to be supplied by February 28, 2026, otherwise the Town would anticipate installation in the summer 2027 construction season. Bid documents may be developed after the high confidence estimate date, but plans and permitting should be complete by the date to have an accurate estimate for consideration and subsequent funding. To facilitate the evaluation of the proposals, the consultant is instructed to follow the outline below. Proposals that do not follow the outline or contain the required information may be considered as incomplete and may not be considered at the discretion of the Town. Additional and more detailed information may be supplemented in the main body of the proposal. The Town reserves the right to accept or reject any or all proposals received as a result of this request, to waive any formality, informality, information or errors in the proposal, or to cancel in part of in its entirety this RFP, if it is the best interest of the Town to do so. Failure to submit all information called for and/or submission of an unbalanced proposal are sufficient reasons to declare a proposal as non-responsive and subject to disqualification. The method of Contractor Selection has not been Determined at this time.
