The Town desires to contract for disposal of Municipal Solid Waste (MSW), Bulky Waste, and mixed recycling materials from the Town of Turner's Transfer Station. The work shall consist of disposing of materials in accordance with state law and regulations at a licensed facility. All labor, fuel, vehicles, tools, equipment, protective clothing, materials, supplies, and services necessary shall be provided by the selected vendor(s). The licensed facility(ies) shall meet all Department of Environmental Protection (DEP) regulations and requirements. Detailed accounting of date, weight, and container number is required for each category and must be reported monthly, with annual total tonnage reports due by March 1. Proposals should outline offered services and be itemized into MSW Disposal, Bulky Waste, and Recyclable Materials, including all applicable fees. If proposing an alternative to the current Zero Sort recycling system, specify any required changes to collection and educational support for residents. Price quotes must be provided for any or all service categories, including any contingencies or specific conditions. Transportation of materials is the responsibility of the town, using only licensed haulers. Proposals may be for one or all service components, and contracts may be awarded for individual or combined services. Each proposal must state business information and references. The Town reserves the right to reject or accept proposals or components as deemed in its best interest and to negotiate terms prior to contract finalization.
