The current Baldwin Comprehensive Plan has six (6) sections, noted below. Since this is an Update rather than a Full Plan Rewrite, the Community Assessment section may rely on a Community Forum on Issues/public input meetings rather than a new Community Survey to identify Key Community Issues to be Addressed in the Updated Comprehensive Plan. The Community Goals and Policies and Implementation Strategies sections are particularly important to renew in terms of impact on Baldwins Growth Ordinance as well as the Land Use, Shoreland Zoning and Subdivision Ordinances. The town may consider adding or removing chapters for the future update. 1. Introduction 2. Regional Context, Land Use, and Development Trends 3. Community Assessment 4. Inventories and Analyses 5. Community Goals and Policies 6. Implementation Strategies For an update of the existing plan, the language and outline of the current plan would be leveraged as the basis for the update. Major changes would include updating baseline data and GIS maps, refreshing Key Community Issues, and accordingly amending the Community Goals and Policies, and Implementation Strategies to reflect current issues. It is critical that the updated Baldwin Comprehensive Plan be accepted as adequate or satisfactory by the State Planning Office (i.e., the appropriate function within the Department of Agriculture, Conservation and Forestry), and deemed consistent with the goals and guidelines of the Growth Management Act Also, this work would need be completed over the course of at least two (2) years, so the Town could plan to budget for the cost it in fiscal year increments. The Baldwin Planning Board will handle the Statement of Interest (SOI) and subsequent bidding process. The Board meets the second and fourth Thursday at 7pm at the Baldwin Community Center. The method of contractor selection has not been determined at this time
