Renovation of a mixed-use development in San Francisco, California. Completed plans call for the renovation of a 9,000-square-foot, three-story above grade medical facility.

Renovation VAMC San Francisco VISN 21 MACC Group 2 SOLICITATION-DESCRIPTION The San Francisco VA Medical Center requires the services of a qualified General Contractor to construct Project 662-23-101, Renovate ICU to Airborne Infection Isolation Standards. The general scope of this requirement is to construct via extensive renovation a modern Intensive Care Unit comprising 10 patient rooms with surge capacity to 12. Four rooms that are dedicated Airborne Infection Isolation and two that are configurable, allowing for a maximum of eight such patients within the Unit. The nature and requirements of this construction are fully exhibited in the attached Construction Documents which include complete drawings and specifications. The area of construction is located within the main hospital in Building 203 with area of work entirely on the 3rd floor B-Wing; effectively the east side of the building on the top floor. Infrastructure work extends beyond the normal areas of work to accommodate work to utility systems. Special care is to be taken as related to impact surrounding clinical areas, most significantly 2nd floor, and utility outages with impact to patients in occupied areas. Noise, vibration, and dust control should be expected to be heavily managed with limitations strictly coordinated. For purposes if pricing, total labor effort should be assumed to comprise roughly 30% of labor outside of normal business hours. (End of Solicitation) A. Project 662-23-101. NAICS Code 236220, Commercial and Institutional Building Construction $45M. In accordance with (IAW) VAAR 836.204(h) Disclosure of the magnitude of construction projects between $10,000,000 to $20,000,000. B. This is a firm-fixed price construction requirement. Offerors shall furnish all labor, material, transportation, required engineering services, overhead, and profit to Renovate the Intensive Care Unit (ICU) located VA San Francisco Healthcare System (VASFHCS), per the Statement of Work (SOW), specifications, and drawings. C. This requirement is a total set-aside for all eligible Service-Disabled Veteran Owned Small Business (SDOVSB). D. Project completion date is 420 calendar days after the Notice to Proceed (NTP) is issued. E. Place of performance is at VA San Francisco Healthcare System (VASFHCS), 4150 Clement St, San Francisco, CA 94121. F. An offer guarantee is required in the form of a bid bond, which may be submitted electronically by the proposal due date/time to the Contract Specialist, Christopher Whipple by email at christopher.whipple@va.gov. Note: Performance and payment bonds will be required by the successful offeror within ten (10) days of notice of award. G. The Government intends to award a one (1) firm-fixed priced construction contract without conducting discussions with offerors; however, the Government reserves the right to conduct discussions if later determined to be in the best interest of the Government. The Government may reject any or all offers if such action is in the public interest; and waive informalities and/or minor irregularities in offers received. ALL OFFERORS MUST HAVE CURRENT REGISTRATION ON SAM.GOV AND THE U.S. SMALL BUSINESS ADMINISTRATION (SBA) VETERAN SMALL BUSINESS CERTIFICATION (VETCERT) WEBSITE AS AN CERTIFIED ELIGIBLE SDVOSB PRIOR TO RFP EVALUATION AND PRIOR TO AWARD. H. Questions and/or Requests For Information (RFI) must be submitted using the RFI form attachment and are due No Later Than (NLT) 03-24-2025 at 14:00 P.M. PST. to the Contract Specialist, Christopher Whipple, by email at christopher.whipple@va.gov, and Cc: daniel.jhun@va.gov. I. All certified SDVOSB holders are afforded the opportunity to submit an offer for this RFP. All interested SDVOSB holders shall submit a proposal IAW the instructions and terms as stated in this solicitation. J. A pre-proposal site visit is scheduled IAW the date and time listed in solicitation provision FAR 52.236-27 Alternate I (1995) Site Visit (Construction).
