Plans call for the restoration of a church building. Plans call for replacing all the aluminum skin and installing the internal flashing as well as strengthening of the entire structure. A general contractor has been confirmed, and all sub trades have been awarded and let. The Government plans to utilize a two-step evaluation process to award a single contract to the offeror who provides the best value to the Government considering cost and non-cost factors. Step 1 will be a prequalification of sources in accordance with DFARS 236.272. In Step 1, the Government will send out a RFP asking for technical qualifications and past performance in order to evaluate and prequalify sources to perform the cadet chapel repairs. Price will not be evaluated as part of Step 1. The Government will shortlist up to five of the most highly qualified Step 1 offerors to compete for contract award in Step 2. It is estimated that the Request for Proposal (Step 1) will be issued on or about 18 October 2017. The Government is providing an opportunity to all prospective offerors for a pre-solicitation site visit to the USAFA. The work includes renovation and restoration of the Cadet Chapel and incidental related work. The Contractor shall provide construction services to provide restoration of the Cadet Chapel exterior envelope and structure to prevent leakage. Repairs include, repair and stiffen tetrahedral trusses and other structural elements to reduce structural movement; replacing aluminum cladding to include gasket joints, air seals and water barriers under joints; repair of interior acoustic plaster; restoring stained glass strip windows; replacing sloped vision glazing; removal, restoration, and replacement of two pipe organs; removal, restoration, and replacement of wooden pews, removing all hazardous building materials on, interior ceiling panels and exterior walls; repair interior lighting located on the plaster panels in the ceiling above the Protestant worship area; upgrading the lighting control system to meet new or revised AF standards; and, all ancillary support work required to building systems or components impacted by the envelope repairs. All Chapel restoration design is to be performed in compliance with applicable sustainability policies and codes and Section 106 of the National Historic Preservation Act. The rough order of magnitude for this effort is between $25,000,000 and $100,000,000. This estimate is provided to communicate the overall magnitude of effort envisioned. The above referenced project is validated for fiscal year 2019. You are not required to attend the site visit and/or submit a proposal. However, if you elect to do so and the project is not funded, you shall not be entitled to submit a claim for bid and/or proposal costs. The Government reserves the right to cancel this site visit/solicitation at any time. The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Offerors are encouraged to visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve Offerors from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government will assume no responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for proposals, the specification, or related documents. This information is required for ensuring sufficient space and security screening. The site visit and the attached information are intended to maximize offerors' understanding of the requirements and conditions and allow for a meaningful exchange of information prior to release of the final RFP. Prospective offerors are requested to submit all questions arising during the site visit or related to this project in writing to the Procuring Contracting Officer (PCO), Ms. Sally Kite, by 21 Aug 2017.
