Congress, acting on the recommendations of the 9/11 Commission, passed the REAL ID Act in an effort to reduce fraud and deter acts of terrorism using fraudulent identification. This Act sets minimum standards for the issuance of driver's licenses and other identification documents. In accordance with the Act, the Department of Homeland Security established implementing standards. Among these is a prohibition on using non-REAL-ID Act compliant driver's licenses as proof of identity for access to restricted (i.e., non-public access) areas of federal facilities. PROJECT DESCRIPTION: The proposed project is for the Construction of a new Emergency Operations Center (EOC) for the Y-12 National Security Complex, and incidental related work. Please note that this project will be in a secured location and will have stringent security requirements. This facility will house the Plant Shift Superintendent's Office, the Emergency Command Center, the Technical Support Center, and the Fire Department Alarm Room. The facility will be capable of withstanding design basis events and will fully implement existing Emergency Management plans and procedures. The EOC is a single-story building with approximately 11,000 square feet. Special aspects include a solar photovoltaic panel system, chemical/Biological/Radiological (CBR) Air Filtration System, precast architectural concrete and total building commissioning. The goal will be to construct the building to achieve U.S. Green Building Council's Leadership in Energy & Environmental Design (LEED) Gold Certification. The major functions of the building currently exist in several locations throughout the Y-12 site; however, the new EOC will help consolidate all into one building inside the Property Protection Area of the Y-12 site in Oak Ridge, Tennessee.
