Demolition, site work, new construction and renovation of a mixed-use development in Brentwood, Missouri. Design plans call for the construction of a educational facility.

As of December 14 2021, this project is on hold. A timeline for when this project will resume has not been established. Closed solicitation has been included below for reference. ............ The Board of Education for the Brentwood School District is soliciting statements of interest and qualifications from qualified firms to provide comprehensive architectural services. The services would include the design and construction administration of a new K-5 elementary building to replace McGrath Elementary. The building will serve as a joint use facility with the Brentwood library. Services will also include substantial renovations to Brentwood Middle and Brentwood High School including, but not limited to, the removal of middle school classrooms and replacing the building with a new practice gym and ground floor cafeteria, moving the weight room to the current cafeteria space, making the 3 floors of the south wing of Brentwood High into Brentwood Middle, adding a new entrance for Brentwood Middle. The services will also include the design and construction administration of a new K-5 elementary building to replace Mark Twain Elementary. This may need to be completed in a second phase depending on costs. Future work may include long-range facilities planning, remodeling, construction, and special projects. This RFQ is not an invitation for bid; responses will be evaluated on the basis of the relative merits of the qualifications. There will be no public opening and reading of the responses received by the school district pursuant to this request. The District is not obligated to explain any deficiencies in any proposal, nor accept Requests for justification from firms not selected. The District reserves the right to accept or reject any and all proposals, to contract for services with whomever and in whatever manner the District decides, to abandon services entirely, as the interests of the District may require. The award of a contract is at the sole discretion of the Board of Education. All Costs incurred in the preparation of the proposal will solely be borne by the firm. The RFQ submittal should be organized to clearly address the following selection criteria, which will be used in the evaluation of qualifications. A. Prior design experience with K-12 school projects of similar scale and complexity. B. Prior design experience with joint-use facilities C. Prior experience working with school districts D. Professional qualifications of individuals assigned to the project. E. Location of firm and individuals assigned to the project. F. Demonstrated success in the design and project management of K-12 school buildings. G. References The selected architectural firm will become part of a project team consisting of members of the school district and will perform services as required to deliver the design and construction of projects described in the introduction. The design team may be required to, but is not limited to the following: Attend meetings with district administrative staff Attend school district Board of Education meetings Consult with school district on budgetary and funding matters Consult with the school district on project scheduling Work directly with the districts construction manager Prepare all necessary bidding information and forms required by the district A cover letter containing an introduction, including the name, address, telephone number, and email address of the person or persons authorized to represent the firm regarding all matters related to the RFQ. The letter shall be signed by the individual authorized to bind the respondent to all statements and representations made therein and to represent the authenticity of the information presented. Business information including the following: A. Company Name B. Address C. Telephone D. Fax E. Website address (if applicable) F. Name and email of main contact G. Federal Tax I. D. Number H. License Information I. Business Structure (Corporation,Partnership etc) J. Number of employees K. Numbers of current projects and workload L. Location of office where the bulk of services solicited will be performed M. Certificate of insurance indicating the levels of professional liability and general liability insurance coverage carried by the firm. Project Approach including the following: A. Statement describing your firms ability to accomplish the scope of services in a comprehensive and thorough manner. B. Written summary of your firms philosophy related to the planning and design of the districts vision. C. Description of your firms approach to cost estimating including some history of cost estimates versus actual bid amount on multiple school projects awarded in the last five years. D. Description of your firms approach to quality control/assurance procedures including coordination of design disciplines and state certifications. E. Description of your firms approach to compliance with program requirements and conformance with all code requirements. F. Description of your firms experience with construction cost reduction measures. G. Description of how your firm has incorporated energy savings in facility design. Relevant K-12 Project Experience including the following information: A. State the relevance for each project included for consideration in this RFQ B. Provide a list of the following for each project Project name and location Beginning and end dates of project Square footage Main program elements Owner and name of contact with contact information Number of change orders with assciated dollar values Original budget, bid amount, and final amount at close-out Key individuals of the firm involved and their roles in the project Any sub-consultants that worked with the firm Provide five references who you have worked with in the past five years. Provide two Program Manager or Construction Manager references. Provide authorization to the district to make oral and/or written inquiries of all references listed. Project Team Summary which identifies the architectural firms project team and their specific expertise, experience, years with the firm, and resumes. Fee schedule Litigation history including a five-year summary of the firms litigation, arbitration and negotiated/settled history with previous clients. The method of Contractor Selection is not determined at this time.
