**As of February 05, 2019, this project has not yet been awarded. It is expected to be awarded tomorrow. The COGCC is requesting a Statement of Qualifications (SOQ) from qualified general construction contractors to provide construction for the construction of a water balance cover (the "Project"). Contractors who meet the qualification requirements will be notified in writing by DNR. Qualified contractors will then be eligible to participate in the bidding process. Only those contractors who are determined by COGCC to be qualified to construct the Project will be invited to bid. The purpose of the Project is to build a Water Balance Cover (WBC) over a former landfill where the cover was damaged by the construction of an oil and gas location. The Project is located approximately two miles outside the Town of Windsor in Section 24, Township 6N, Range 68W, in Larimer County, Colorado. The Project's mailing address (for purposes of navigation) is 7800 South County Road 3, Fort Collins, CO. The Project will accomplish two goals. The first is to create a WBC over the disturbed landfill area. The second is to perform final reclamation on the oil and gas location. The WBC will be constructed in accordance with State of Colorado Solid Waste Regulations, 6 Colorado Code of Regulations (CCR) 1007-2 including the Final Guidance Document for these rules, "Water Balance Covers in Colorado" (CDPHE, 2013). Reclamation of the orphan well site will be conducted in accordance with COGCC 1000 Series Reclamation Rules (COGCC, 2009). Some of the critical construction components of the Project include: Borrow area soil testing and comparison to the required criteria to ensure that the proper soil is placed on the cover. Tests include soil texture analysis, soil texture Acceptable Zone comparison, cover soil thickness measurements, geotechnical soil information and comparison to the acceptance and agronomic criteria.
