The Government intends to award one (1) firm fixed-price contract. In accordance with FAR 36.204(g), the estimated magnitude of construction for this project is between $5,000,000 and $10,000,000. The anticipated duration of this contract will consist of a Base of 765 calendar days. The North American Industry Classification System (NAICS) Code for this procurement is 238210 with the annual size standard of $15M. All responsible sources may submit a proposal which shall be considered by the Agency. There are conflict of interest (COI) limitations associated with this acquisition. For more information on the COI limitations please see the attached Early COI Disclosure document. The purpose of the acquisition is repair and replace the Pentagon Memorial lighting and electrical distribution systems. The objective of this project is to provide a design-build project to replace the light fixtures and the electrical conduits and circuits with a water tight solution. The Contractor will have flexibility in the design as far as conduit sizing, routing, material, etc. (while meeting all specified contract requirements) with the intent of achieving a long lasting solution requiring minimal maintenance. The Pentagon Memorial is a newly constructed site dedicated to the 184 victims of the 9/11 attack on the Pentagon. The focus of the Pentagon Memorial park is the one-hundred and eighty- four memorial units. Each unit is dedicated to an individual victim. The field of memorial units is arranged as a timeline of the victim's ages, from 3 to 71. The western edge of the site is defined with an "age wall" that grows an inch in height relative to the age represented by the rows of memorial units. The site is operational 24 hours a day, 365 days per year (e.g. includes all holidays) and must be kept in an "Exceptional Appearance" condition with the exception of the construction area. Work to be performed during normal business hours. As a park, the mechanical systems, electrical systems, illumination system, water flow systems, and landscaping present further challenges as a consequence of the design recognition the Memorial gives to each of the 184 individual units. Given the patriotic and emotional significance and the high public visibility of this Memorial, special care is required to assure that all aspects of the Memorial function with a high degree of electrical reliability and visual presentation Any questions regarding this synopsis must be received no later than April 28, 2018; however, no response to this synopsis is required.
