**As of April 4, 2019, a general contractor has been awarded. Construction has not started. This is a solicitation notice for a Request for Proposal (RFP) to construct a school age program facility utilizing conventional design and construction methods to accommodate the mission of the facility. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques should be used. The facility must also be able to withstand wind loads and seismic effects as prescribed in applicable codes and design guides. Project shall demolish building 3303 (668 SM). The facility will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements, and UFC 1 200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD anti-terrorism/force protection requirements per UFC 4 010 01 at Eielson AFB, Alaska (EIE390). This acquisition is advertised as a Total Small Business Set-aside Competitive. Proposals due on or about 28 June 2018. This is a "Best Value" trade-off process solicitation for the renovation/construction of a school age program facility utilizing conventional design and construction methods to accommodate the mission of the facility at Eielson AFB, Alaska. The Government will evaluate the proposals in accordance with the criteria and award a firm fixed price contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government utilizing the trade-off selection process described in FAR 15.101-1. Any resulting contract will be firm fixed price. The anticipated Notice to Proceed date will be early March 2019 with a required completion date of 01 August 2020. Offerors are advised that a contract resulting from this solicitation is subject to the availability of funds and may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. Should Congress not appropriate funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror.
