Site work and paving for a civil project in Bow, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
**As of June 25, 2021, the project has been awarded for $4,612,574.50, anticipated start date the week of July 6-9, 2021.** This Contract provides for the improvement of approximately 0.6 miles of Bow Hill Road County Road No. 21200, from Darrk Lane M.P. 0.610 to Old Highway 99 North M.P. 0.000. Work will include but not limited to: installation of a soil nail walls; installation of a soldier pile wall; roadway and structure excavation; pavement pulverization; removal of existing soldier pile wall and concrete barriers; removal of existing guardrail; cooperative work with utilities to transfer existing services to a joint utility trench; installation of new guardrail and concrete barriers; clearing and grubbing; removal of the existing storm sewer pipes and catch basins; installation of new storm sewer pipes and catch basins; placing HMA; installing fencing; striping; erosion control, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the 2021 WSDOT Standard Specifications for Road, Bridge, and Municipal Construction. All technical questions regarding this project are to be submitted no later than 9:00 a.m., Friday, April 30, 2021 in writing to David Walde, Project Manager, or by e-mail to davidwcco.skagit.wa.us with the subject line reading, "Bow Hill Road Reconstruction Project". All project specific questions and response to answers for this project will be available on-line as received. All Addenda will be posted on-line for this Project by 5:00 p.m. on Monday, May 3, 2021. If further Addenda are required to be issued, the bid opening will be postponed. The Engineer's Estimate Range is $5,856,635.00 - $6,658,068.00. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Disadvantage Business Enterprise (DBE) mandatory goal is Zero (0%) for this project. Certification is not required, but the contractor agrees to take all necessary and responsible steps in accordance with 49 CFR Part 26 to ensure that DBE have an opportunity to participate in the performance of this project. Contractor and all subcontractors shall have a contractor's license to work in the State of Washington. BID GUARANTY: No bid will be considered unless accompanied by a surety company bid bond, or a certified or cashier's check payable to the order of Skagit County for a sum not less than five percent (5%) of the total amount of the bid . A Contract Bond covering performance and payment will be required with the contract. Federal Davis-Bacon Wage Rates and Washington State Prevailing Wage Rates apply to this contract and bidders are advised to consider this charge when tabulating bids. The higher rate applicable category shall be paid. Skagit County reserves the right to reject any or all bids, and the right to waive any informalities or irregularities in any bid or in any bidding and to further award the Project to the lowest, responsive, responsible bidder whose bid complies with all of the prescribed formalities, as it best serves the interest of Skagit County. After the date and hour set for the opening of bids, no bidder may withdraw its bid unless the award of the contract is delayed for a period exceeding sixty (60) calendar days following bid opening. All bidders agree to be bound by their bids until the expiration of this stated time period. Skagit County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49 , Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin , sex, handicap/disabled , age in consideration for an award. The Board of Skagit County Commissioners reserves the right to reject any or all bids.
