Anticipated Construction Cost : $45,000,000 or Greater CP Rail freight thru-traffic uses the mainline passing through the Milwaukee Intermodal Station, limiting train capacity/reliability and causing surface street delay. A signalized thru-track route through CP Rail's Muskego Yard (Mile 83.4 C & M Subdivision to Mile 87.3 Watertown Subdivision) would bypass the Intermodal Station and increase train capacity/reliability. At-grade crossing exposure and resultant surface street delays would also be reduced. Existing conditions reviews include an initial field rail operations analysis as well as an analysis of 5 bridges. Prepare an EA and preliminary engineering for potential rail improvements: track extensions; switching lead and structure; cutoff junction; CTC signalization; bridge strengthening; and crossovers, turnouts, and rail. The level of EA and preliminary engineering must be sufficient to meet federal funding eligibility requirements for final design and construction.
