The Southeast Louisiana Veterans Health Care System, 2400 Canal St, New Orleans, LA 70119 has a requirement for Project No. 629-18-107 Construct Surface Level Parking Lot. The tentative date for issuing the RFP is on or around September 24, 2021, with proposals due around 30 calendar days later on-or-about October 26, 2021 (the RFP will state the exact time/date that proposals are due). The anticipated contract award date is approximately 30 calendar days or less after receipt of proposals. The Contract Performance Period is 180 calendar days after issuance of the Notice to Proceed. Location of the work is at the Gulf Coast Veterans Health Care System, 400 Veterans Avenue, Biloxi, MS 39531. The contractor shall provide all labor, tools, materials, equipment, and supervision necessary to perform all work as described in project Scope of Work, Drawings, and Specifications. NAICS Code 236220 is applicable to this RFP solicitation and the Small Business Size Standard is $39.5 M. The Construction Cost Range for this project (Magnitude of Construction) is between $1,000,000 and $2,000,000. Interested offerors are asked to read over the RFP and all of the associated attachments first in their entirety prior to forwarding any questions to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed in the RFP as well as a time/date for the scheduled Site Visit. Only one Site Visit will be conducted and no requests for additional Site Visits or make-up Site Visits will be granted. The RFP number for this project is 36C25621R0172. The RFP will be posted and can be downloaded from the beta.SAM.gov website. Any amendments to this RFP will also be posted at the beta.SAM.gov website. Offerors are responsible for obtaining the RFP (and any associated documents/attachments) from the beta.SAM.gov website and for acknowledging all Amendments to the RFP. It is the responsibility of all interested offerors to check the beta.SAM.gov website as necessary for any Amendments to the RFP (to include the day proposals are due). Limitations on Subcontracting: The prime contractor must perform at least 15% of the cost of the contract (on-site) incurred for personnel with its own employees or the employees of other eligible SDVOSB s for general construction-type procurements. For construction by specialty trade contractors, the prime contractor must perform at least 25% of the cost of the contract incurred for personnel with its own employees or the employees of other eligible SDVOSB s. In accordance with VAAR 819.7003 Eligibility, at the time of submission of a proposal, the offeror must represent to the Contracting Officer that it is a SDVOSB concern, that it is a small business concern under the NAICS Code assigned to the acquisition, and that it is verified for eligibility in the Vendor Information Pages (VIP) database on the U.S. Department of Veterans Affairs Office of Small & Disadvantaged Business Utilization s VIP website (https://www.vip.vetbiz.va.gov) and have the Center for Veterans Enterprise (CVE) Verification Icon/Seal/Logo. To be considered for award, SDVOSB concerns must be registered and verified in the VetBiz Registry as a SDVOSB and have the Center for Veterans Enterprise (CVE) Verification Icon/Seal/Logo. SDVOSB concerns must also be registered in the System for Award Management (SAM) database. Information on the VetBiz Registry and CVE Verification can be found at https://www.vip.vetbiz.va.gov. Information on SAM Registration can be found at https://beta.sam.gov/. Both of these are also required for Joint Ventures. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The contractor shall provide all labor, supervision, travel, equipment, materials, and all resources necessary to furnish and install new surface level parking and all associated utilities. The work shall include: removal and modification of existing utilities, installing new utilities along with new paving all in accordance with contract documents for supporting the new surface level parking lot, at the Southeast Louisiana Veteran Health Care System (SLVHCS) campus located at 2400 Canal Street, New Orleans, LA 70119. The contractor shall install all paving and equipment to industry and manufacturer specifications. All installations shall be in accordance with all local, state, and national codes including but not limited to: National Electric Code (NEC), National Fire Protection Association (NFPA) 101 Life Safety Code, Building Code, and VA directives. The contractor will be responsible for providing all background paperwork certifying installation and certifications of proper function. This shall include commissioning and system testing
