Sealed bids for the construction of the Northern Wasco County PUD, Tygh Valley Substation If the Contractor intends to employ Subcontractors for the project, the First Tier Subcontractor Disclosure Form must be submitted no later than 4:00 p.m. on October 25, 2019 This project involves construction of a new Northern Wasco County PUD Tygh Valley Substation to replace the existing Tygh Valley Substation equipment in accordance with these Contract Documents. The new facility, a 69 kV -12.47/7.2 kV distribution substation, is to be constructed at a new substation location. The substation will contain one feeder bay with the potential for expansion to add a second identical feeder bay. The new substation site will be a green field site awaiting final approval of Conditional Use Permit from Wasco County Planning and Northern Wasco County PUD obtaining Substation Easement from private land owner. Existing substation site to remained energized during construction and all existing equipment, structures, and foundations will need to be removed after transfer of electrical delivery from the new substation. A more detailed description of the work is included in the General Requirements Technical Specifications, Section 01001. The Work shall be completed in all respects on or before September 30, 2020. Bidding Documents may be obtained from NWCPUD upon satisfactory completion and acceptance of the qualifying Bidder's Experience Form. Additional documents may be obtained from NWCPUD upon payment of $50 for each additional set of documents. One full size copy of the drawings will be made available to the successful Bidder. If full size drawings are desired for bidding purposes, copies of the entire set of drawings can be made available from NWCPUD upon payment of $250. Return of the documents is not required, and the amount paid for the documents is nonrefundable. All Bid Proposals shall be submitted on the prescribed form and accompanied by a Bid Proposal deposit in cash, certified check, cashier's check or surety bond in the amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory Performance Bond within the time stated in the Specifications, the Bid Proposal deposit shall be forfeited to the Northern Wasco County PUD. Prices quoted in the Proposal shall remain firm for a period of 75 days after the date stated for opening of Proposals. The Successful Bidder will be required to furnish the necessary additional Bond(s) for the faithful performance of the Work, as prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and Subcontractors prior to Contract award shall hold or obtain such licenses and registrations as required by State Statutes and Codes, and federal and local Laws and Regulations. Northern Wasco County PUD's right is reserved to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
