Renovation of a library in Benicia, California. Completed plans call for the renovation of a library.

The work consists of the removal of the old standing seam metal roof and replaceing it with a standing seam 20 oz. copper roof. Removal of rock and covering the tar roof with a thermoplastic membrain. Remove and replace all skylights. COMPLETION OF WORK: All work must be completed within 90 working days after the commencement date stated in the Notice to Proceed. SECURITY FOR RETENTION: The Contractor may elect to receive one hundred percent (100%) of payments due under the Contract without retention by the City by depositing securities of value equivalent to the retention amount with the City in accordance with Government Code Section 4590. LICENSE: The general contractor for the project shall have a Class A or B license. BIDS TO REMAIN OPEN: All terms and conditions contained in the contract documents including the Instructions to Bidders shall become part of the Contract. No bidder may withdraw his bid for a period of sixty (60) calendar days after the time set for the opening thereof. In addition, the Specifications incorporated by this reference, include the Standard Specifications for State of California, Department of Transportation - CALTRANS, 2010 Edition and supplements, and are an essential part of the contract documents. Copies are available for review at the City Engineer's office or for purchase at the following address: State of California, Department of General Services, Publications Distribution Unit, P.O. Box 1015, North Highlands, CA 95660. QUALIFICATION REQUIREMENTS: A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered with the California Department of Industrial Relations and qualified to perform public work pursuant to Labor Code section 1725.5. The registration period begins July 1, 2014. The qualification requirements shall apply to any bid proposal submitted on or after March 1, 2015, and any contract for public work entered into on or after April 1, 2015. Proof of registration must be submitted with the bid proposal. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The contractors required to post job site notices, as prescribed by Department of Industrial Relations regulations. Each contractor and subcontractor shall furnish the records specified in Section 1776 directly to the Labor Commissioner, in the following manner: (A) At least monthly or more frequently if specified in the contract. (B) In a format prescribed by the Labor Commissioner. PROPOSAL GUARANTEE: Each bid shall be accompanied by a certified or cashier's check or bid bond in the amount of ten percent (10%) of the total bid price payable to the City of Benicia as a guarantee that the bidder, if his bid is accepted, will promptly execute the Contract, secure payment of the worker's compensation insurance, and furnish a satisfactory construction Performance Bond in the amount of one hundred percent (100%) of the Contract price and a Labor and Materials Bond in the amount of one hundred percent (100%) of the Contract price. Said bonds shall be obtained from a surety company satisfactory to the City. The above-mentioned check or bid bond shall be given as a further guarantee that the bidder will enter into a Contract with the City if awarded the work. The bid bond will be declared forfeited if the successful bidder refuses to enter into said contract. SECURITY FOR RETENTION: The Contractor may elect to receive one hundred percent (100%) of payments due under the Contract without retention by the City by depositing securities of value equivalent to the retention amount with the City in accordance with Government Code Section 4590. WAGE RATES: Pursuant to Section 1770 to 1780 inclusive, of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the office of the City Engineer, which copies shall be made available to any interested party on request. The successful bidder shall post a copy of such determination at each job site. All subcontractors employed by the contractor shall pay not less than the specified prevailing wage rates to all workers employed in the execution of the Contract. The City reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the City.
