This work includes construction of a concrete grit removal tank and channels, brick and block building to house the grit pump and grit concentrator, garage slab on grade, site grading, asphalt paving, underground piping, and fence installation. The Bid must be accompanied by Bid security made payable to OWNER in an amount of 5% of the Bidder's maximum Bid price. Bidders shall comply with federal wage rates. Bidders shall comply with the President's Executive Order No. 11246, Equal Employment Opportunity as amended. The Village of Fredonia reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 85 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder. Prospective Bidders are required to complete and submit a prequalification questionnaire with supporting documents to OWNER (see Instructions to Bidders). Prequalification forms will be provided with Bidding Document sets. Completed forms are to be submitted no later than 5 P.M., local time, on March 1, 2019. Any Contract or Contracts to be awarded are expected to be funded in part by a loan from the Wisconsin Clean Water Fund. This procurement will be subject to regulations contained in Chapter NR 162, Wisconsin Administrative Code and appropriate State Statutes. Disadvantaged Business Enterprises (DBEs), including Women's and Minority owned businesses, are encouraged to submit Bids for this Project. Bidders must demonstrate positive efforts to utilize DBEs. This procurement will be subject to regulations contained in NR 162.09(3). Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions identified in NR 162.18 and NR 162.19.
