the Lake Panorama Association Board of Directors will conduct a public hearing on the plans, specifications, form of contract and estimate of cost for the construction of the Water Supply and Treatment Facility Improvements Project at the regular Board meeting on March 26, 2019, at 5:00 p.m., at the Lake Panorama Association Board of Directors, meeting room, Panora, Iowa. Any interested person may appear and file objections to the proposed plans, specifications, form of contract or estimated cost. After hearing objections, the Lake Panorama Association Board of Directors shall, by resolution, enter its decision on the plans and specifications. On March 26, at 5:00 p.m., at the Lake Panorama Association Office, the Lake Panorama Association Board of Directors shall consider the construction bids received and either award a contract, reject all bids, or adjournaction thereon to a subsequent meeting of the Board. Major components of the Work include: All necessary labor, supervision, equipment, tools, and materials for: Contract I - Water Supply and Treatment Plant Improvements Work includes all necessary labor, supervision, equipment, tools and materials for the water treatment building expansion, demolition of the existing water treatment equipment, new reverse osmosis equipment, electrical, controls, plumbing, heating, relocated septic system, discharge lift station, startup services, electrical to well disconnect, well discharge pipe and all miscellaneous work as indicated by the intent of the contract documents. Contract II - Outfall Line Work includes all necessary labor, supervision, equipment, tools and materials for the furnishing and installation of approved 16,617 LF of 4" force main, 8 air release manholes, connection to existing piping, traffic control, restoration and all miscellaneous work as indicated by the intent of the contract documents. Contract III - Well Work includes all necessary labor, supervision, equipment, tools and materials for the construction of an approximate 2,400' deep 10" Jordan Well including pump, drop pipe, pitless adaptor, electrical from disconnect to well pump, test pumping and all miscellaneous work as indicated by the intent of the contract documents. The Work shall be constructed near the existing Water Supply and Treatment Facility located on West RV Road approximately 2 miles from the intersection of State Highway 44 and Redwood Road on the west and southwest side of Lake Panorama, Panora, Guthrie County, Iowa Bids shall be on the form provided for that purpose and according to the Bidding Requirements prepared by Short Elliott Hendrickson Inc. (SEH(R)) dated February 8, 2019. Work under the proposed contracts shall be completed within the following time requirements: No work shall begin prior to June 15, 2019. Work shall be substantially complete by: 1. Contract I September 1, 2020 2. Contract II July 7, 2020 3. Contract III June 30, 2020 Work shall be ready for final acceptance by: 1. Contract I October 15, 2020 2. Contract II September 15, 2020 3. Contract III September 15, 2020 Substantial completion is defined as follows: All work is complete except for finish grading of turf restoration areas, seeding and minor clean up. The contract times noted are subject to any extension which may be granted by the Lake Panorama Association Board of Directors. Davis-Bacon and Related Acts and federal prevailing wage rates apply to this project. All provisions relative to those acts must be met. Each bid must be made out on a Bid Form furnished in the Project Manual and obtained from SEH or on a computerized Bid Form furnished by the bidder. Bid Forms furnished by the bidder shall replicate the Bid Form furnished in the Project Documents Manual. Each bid shall be sealed in an envelope marked "Bid for the Water Supply and Treatment Facility Improvements Project". Each bid must be accompanied in a separate envelope by a bidding check or bid bond in an amount equal to five percent (5%) percent of the bid price, said check being either a certified or cashier's check, drawn on a bank in Iowa, or a bank chartered under the laws of the United States, or a Certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, and made payable to the Lake Panorama Association Board of Directors, Panora, Iowa, as security that the bidder will furnish the required bonds and enter into a contract within ten (10) working days, excluding Saturday, Sunday, and holidays, after the award of the contract to him. The Lake Panorama Association Board of Directors, Panora, Iowa reserves the right to reject any and all bids and to waive technicalities and irregularities. The Lake Panorama Association Board of Directors reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to award the Contract in the best interests of the Lake Panorama Association Board of Directors. 1) Contract I Water Treatment Plant Improvements - C. L. Carroll construction - $2,265,000 2) Contract II Outfall Line - Ellingson companies - $344,005 3) Contract III Well - Gingerich Well & Pump Service - $1,248,357 Total :- $3,857,362
