Renovation of a water / sewer project in Danbury, Connecticut. Conceptual plans call for the renovation of a water / sewer project.

This work is being done by the contracted operator of the wastewater treatment plant (Veolia) - there will not be a rebid. After the bids are opened, all offers will be considered firm for a period of 120 days and no bid may be withdrawn for any reason during that period except for such cause as the City of Danbury in its sole discretion deems sufficient. Work consists of all labor, tools, materials and equipment necessary to upgrade Danbury Water Pollution Control Plant (WPCP). To maximize City funding for this project, the Danbury WPCP Upgrade Project is configured as a Base Bid and three bid alternates. The Base Bid includes, but is not limited to, the following: New facilities consisting of a Headworks Facility, Intermediate Settling Tank, Aeration System, Tertiary Treatment Facility, Tertiary Chemical Building, and BFP Filtrate Tank; Rehab of existing facilities consisting of primary sludge and scum pump stations, intermediate settling tanks and sludge pump station, BNR basins and sludge pumping, Chemical Systems, Final Settling Tanks, Gravity Thickener Facility, Digester Complexes, Stormwater facilities, and plant water pumps; and miscellaneous improvements consisting of SCADA system upgrades, new plant-wise SCADA system, and yard piping improvements. Bid Alternate 1 includes rehabilitation of primary settling tanks and flow equalization tank aerators. Bid Alternate 2 includes a new Fats, Oils and Grease (FOG) Facility. Bid Alternate 3 includes a new Combined Heat and Power (CHP) Facility. A mandatory pre-bid conference will be held on March 19, 2019 at 10:00am at the site. A bid bond in an amount not less than five percent (5%) of the amount of Bid Package D shall accompany each bid. A non-collusion statement for Prime Contractors and any addendum acknowledgment must also be submitted at the time of the bid. A performance, labor and materials bond in an amount equal to one hundred percent (100%) of the accepted bid will be required. Solicitation no- W0662 The City of Danbury is an equal opportunity and affirmative action purchaser. Contractor will be required to comply with Connecticut Governor's Executive Orders No. 3 (Nondiscrimination) and No. 17, Connecticut General Statutes Section 31-52a (Resident Preference), Section 31-53 (Prevailing Wage) and the Contract Work Hours and Safety Standards Act, as indicated in the Contract Documents. The requirement for DBE subcontractor participation, expressed as a percentage of the total eligible contract amount, shall be 8.0 percent with the following makeup: MBE 3.0 percent and WBE 5.0 percent. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by the State of Connecticut (Department of Environmental Protection). Neither the State of Connecticut nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to the requirements contained in Section 22a-482-4, (h), (j) and (o) of the regulations of Connecticut State Agencies. These regulations are part of the Contract Documents. The City of Danbury reserves the right to accept or reject any or all bids and to award the contract to the bidder deemed to be for its best interest. Contractors whose bid exceeds $500,000 shall hold a current DAS Contractor Prequalification Certificate(not a predetermination letter) from the Department of Administrative Services of the State of Connecticut according to C.G.S. 4a -100, C.G.S. 4b-101, and C.G.S. 4b-91. These bidders shall submit with their bids, unless noted otherwise, a DAS Contractor Prequalification Certificate along with a current Update (Bid) Statement. Any bid submitted without a copy of the DAS Prequalification Certificate and an Update (Bid) Statement shall be invalid. Contractors must be classified with DAS as General Building Construction (Group B) with the appropriate aggregate. Additionally, any subcontractor working for a General Contractor whose work exceeds $500,000 must also be prequalified with the DAS as per C.G.S. 4b-91(j).
