Landfill Gas Wells and Header Line Repair at Various District Landfills-2019, located at Various District Landfills, Calabasas Landfill, 5300 Lost Hills Road, Agoura, County of Los Angeles, California 91301; Palos Verdes Landfill, 25706 Hawthorne Boulevard, Rolling Hills Estates, County of Los Angeles, California 90274; Puente Hills Landfill, 13130 Crossroads Parkway South, City of Industry, County of Los Angeles, California 91746; Scholl Canyon Landfill, 3001 Scholl Canyon Road, Glendale, County of Los Angeles, California 91206 and Spadra Landfill, 4125 West Valley Boulevard, Walnut, County of Los Angeles, California 91789. The work includes, but is not necessarily limited to, the following installation of: 1) 30-inch diameter auger driven refuse wells drilled by an experienced driller; 2) 24-inch diameter auger driven soils wells drilled by an experienced driller; installation of associated piping; and all appurtenant work; 3) realignment, replacement and installation of header line piping; 4) replacement and repair of gaskets; 5) replacement and repair of couplings; 6) replacement and repair of expansion joints and all other appurtenant work; 7) installation of poly vinyl chloride (PVC) and high density poly ethylene (HDPE) landfill gas header pipe line. Approximately: $1,600,000 -$2,400,000 Bidders are advised that the District cannot guarantee any specific number of call-outs and that the number of call-outs is at the sole discretion of the District. The District cannot guarantee any specific number of wells to be installed or guarantee the type of wells to be installed. The number of wells to be installed and the type of wells installed is at the sole discretion of the District. In addition, the District cannot guarantee the total amount of header line pipe that will need to be repaired or installed. The amount of header line to be repaired or installed will be at the sole discretion of the District. This contract will expire June 30, 2022. The Contractor is obligated to complete any work associated with a call-out that occurred before June 30, 2022. Each bid must be on a Proposal Form obtained from the Office of the Chief Engineer of the District at the above-stated address and must be accompanied by a certified check, cashier's check, or bond with an approved surety company as surety, payable to County Sanitation District No. 2 of Los Angeles County or other authorized security provided by Public Contract Code 20784, for an amount equal to at least ten percent of the amount bid as a guaranty that the bidder, if successful, will enter into a contract satisfactory to the Board of Directors for completing the work contemplated. The successful bidder must file good and sufficient bonds for the faithful performance of the contract and for the payment of laborers and materialmen. Bonds for the faithful performance of the contract and for the payment of laborers and materialmen that are issued by sureties that are listed in the latest version of the U.S. Department of Treasury Circular 570 and that are authorized to issue bonds in the State of California, and whose bonding limitation shown in the circular is sufficient to provide bonds in the amount of the contract, will be deemed approved unless specifically rejected. Bonds issued by all other sureties are subject to approval by the Board of Directors and must be accompanied by all of the documents enumerated in California Code of Civil Procedure 995.660(a), as amended. At the time of bid, the Contractor shall possess a valid California Contractor's License in the following classification: GENERAL ENGINEERING "A" At the request and expense of the Contractor, securities equivalent to the amount withheld from progress payments may be deposited with the District or with a state or federally chartered bank as the escrow agent, who shall, during the performance of the work, hold such instruments in the name of the District, and return such securities to the Contractor upon satisfactory completion of the contract. The option of placing funds in escrow is provided to Contractor pursuant to California Public Contract Code 22300; should that law cease to be effective, Contractor shall not have this option as to any progress payment paid or payable after the date the law ceases to be effective. Securities eligible for investment under this provision include those listed in 16430 of the Government Code or FDIC insured bank or savings and loan certificates of deposit. The Contractor shall be the beneficial owner of any security substituted for monies withheld and shall receive any interest thereon. Bids will be referred to the Board of Directors at the meeting of the Board to be held at the Office of the Chief Engineer of the District, 1955 Workman Mill Road, Whittier, California, 90601, on May 22, 2019 beginning at 1:30 p.m The work of construction must be completed within 1 WORKING DAY per 100-foot section of well or per 100-foot section of header pipe plus 5 ADDITIONAL WORKING DAYS per call-out after the date in the Notice to Proceed. Twenty (20) calendar days will be provided to respond to each call-out. Bidders on this work will be required to comply with the President's Executive Order No. 11246. Pursuant to applicable provisions of the Labor Code of the State of California, not less than the general prevailing rate of per diem wages and not less than the general prevailing rate of per diem wages for legal holiday and overtime work for each craft or type of workman needed to execute the work contemplated under the agreement, as ascertained by the Director of the Department of Industrial Relations, must be paid to all workers employed on the work by the Contractor or by any subcontractor doing or contracting to do any part of the work. The Board of Directors may award the contract for the above-described work, either at the meeting of the Board of Directors to be held at the above-stated address, on May 22, 2019 beginning at 1:30 p.m., or at any other meeting of the Board of Directors within 30 days after the date listed above for receipt of bids. The Board of Directors may reject all bids. Unless all bids are rejected, award will be made to the low, responsive, responsible bidder. The District encourages participation in its construction contracting by all members of the community including Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), Disabled Veterans Business Enterprises (DVBE) and Small Business Enterprises (SBE). The District has established an aspirational goal of 20 percent overall participation by such firms. Although such participation is encouraged, award of a contract is not based on race, gender, disabled, disadvantaged or small business status.
