The City of West Union reserves the right to reject any and all bids.Project in general consists of construction of new wastewater department shop and storage building consisting of concrete footings, foundation and floor; walls; insulation; steal panels, finished roof, interior and exterior walls and ceiling; building electrical, plumbing and HVAC; and other miscellaneous site improvements. Alternative A will be a wood frame building. Alternative B will be a steel frame building. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as included in the Bid Form. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the regular business hours, and may obtain copies of the Bidding Documents from the Issuing Office as described below.Upon accessing the website, Bidders will see a link titled, "Obtain Bidding Documents". Potential Bidders can enter the Quest project number 6215522 in the field provided to view the full ad for the City of West Union Wastewater Department Shop and Storage Building, and download a complete set of bidding documents from this page.Work on the improvement shall be commenced upon issuance of Notice to Proceed, which will occur after approval of the contract by the Council. Contractor shall achieve Substantial Completion by September 30, 2019, and date of Final completion of the Construction by October 31, 2019. Liquidated Damages in the amount of $500.00 per Working Day will be assessed for each Working Day that any work shall remain uncompleted beyond the stated substantial and final completion dates. Bid security shall be furnished in accordance with the Instructions to Bidders. The bidder's security shall be submitted in the form of a Bid Bond in the amount of 5% of the total lump sum bid amount, as obtained from the surety companies listed on the US Department of Treasury's Circular 570. No other type of bid security will be accepted. The Bid Bond shall contain no condition except as provided in the specifications. The successful bidder will be required to furnish a construction performance, payment, and maintenance bond in an amount equal to one hundred percent (100%) of the contract price. Said bonds shall be issued by the circular 570 listed surety company and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and the maintenance of said improvements in good repair from the time of acceptance of the improvements by the City for not less than two (2) years. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.
