Demolition, site work, renovation and addition to a municipal facility in Tell City, Indiana. Completed plans call for the addition of a municipal facility; for the demolition of a municipal facility; for the renovation of a municipal facility; and for site work for a municipal facility.
Notice is hereby given that the Perry County Port Authority, hereinafter referred to as OWNER, will receive sealed proposals for the construction of the Hoosier Southern Rail - Rehabilitation and Expansion Project. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the Owner will pro- vide such provisions as long as the request is made by April 4, 2019. All prime contractors, subcontractors, small minority, or women owned enterprises and other interested parties are invited to attend. The designated work and improvements, referred to as the Hoosier Southern Rail - Rehabilitation and Expansion Project, consists of are not necessarily limited to the following: Division 1: 1A - Lamar Industrial Spur Reconstruction of the entire Lamar Industrial Spur (Approx. 1,300- LF), replacing approximately every 3rd tie, ballast and surfacing, with subgrade improvements where necessary, including subsurface drains along mainline. 1B -Santa Claus Lead and Spur Reconstruction of the entire Santa Claus Industrial Park lead (Approx. 5,280-LF) and spur (Ap- prox. 430-LF) replacing approximately every 3rd tie, ballast and surfacing, with subgrade improvements where necessary, including subsurface drains along mainline. 1C - WAUPACA Foundry Reconstruction of the entire length of the WAUPACA Foundry Spurs #3 and #4 (Approx. 2,530- LF) replacing deteriorated ties, ballast and surfacing, with subgrade improvements where necessary, including subsurface drains along mainline. 1E - Pestalozzi Street Spur Construction of a new spur (Approx. 720-LF), including frog at mainline and terminal at south end. 1F - Troy Industrial Construction of a new spur (Ap- prox. 750-LF), grading of adjacent site, and placement of crushed aggregate base. 1G - Tell City Port Construction of a new spur (Ap- prox. 1,030-LF) to provide access to a rail served storage and transloading pad. 1H - Tell City Port Extension Construction of an extension (Approx. 200-LF) and a new spur (Approx. 790-LF) to serve the storage pad extension Division 2: 1D - Santa Claus Industrial Park Wye Construction of a new wye (Approx. 520-LF), including switches on mainline and lead. Bidders will need to pay a $100.00 fee and mail it to Cash Waggner and Associates - 402 E. 13th Street, Suite 101, Jasper, IN 47546. After the $100 fee has been obtained by Cash Waggner and Associates, the electronic download of the bid package will be emailed to the bidder. Copies of any and all addenda which may be issued for this project shall be included with the purchased documents and shall be for- warded to all Plan and Specification holders. Questions pertaining to the project may be directed to Cash Waggner & Associates - 402 E. 13th Street, Suite 101, Jasper, IN 47546 nwaggner@cashwaggner.com Hard copies of Plans and Spec- ifi cations returned to Cash Waggner & Associates within 10 days of bid opening will be refunded $50.00. The work to be performed and the proposal to be submitted shall include sufficient and proper sums for all General Construction. Mechanical Installation, Labor, Materials, Tools, Equipment, Taxes (both State and Federal), Permits, Licenses, Insurance, Service Costs, and so forth incidental to and required for the rail rehabilitation and expansion project. Bonding Requirements Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he/she executes his/ her contract. The bonds will be in amount of 100% of the Contract Price and must be in full force and effect for a period of twelve (12) months from the date of acceptance and final payment for the work. Each proposal must be enclosed in a sealed envelope bearing the title of the Project and the name and address of the Bidder. All proposals must be submitted on the proposal forms as identified in the Contract Documents and Drawings. Each proposal shall be accompanied by a certified check or acceptable bidder's bond made payable to OWNER, in a sum of not less than five percent (5%) of the total amount of the highest aggregate proposal, which check or bond will be held by OWNER as evidence that the bidder will, if awarded the Contract, enter into the same with OWNER upon notifi cation from him to do so within ten (10) days of said notification. Award of Contract OWNER reserves the right to reject any proposal, or all proposals, to accept any proposal or proposals, or to make such combination of proposals as may seem desirable, and to waive any and all informalities in bidding. Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. Any proposal received after the time and date specified shall not be considered. NO proposal may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. A conditional or qualified Bid will not be accepted. Award will be made to the low, responsive, responsible bidder. The low, responsive, responsible bidder must not be barred, suspended, or otherwise be excluded from or in- eligible for participation in federally assisted programs under Executive Order 12549. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the Project shall apply throughout the Project. Proposals shall be properly and completely executed on Indiana Form 96, included in the Specifications, proposals shall include all information requested by Indiana Form 96 (Revised, 2013). Under Section III of Form 96 the bidder shall submit a financial statement. OWNER may make such investigations as deemed necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish to OWNER all such in- formation and data for this purpose as OWNER may request. OWNER reserves the right to reject any bid if the evidence submitted by, or investigation of such bidder fails to satisfy OWNER that such bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein. Each bidder is responsible for inspecting the Project Site and for reading and being thoroughly familiar with the Contract Documents and Drawings. The failure or omission of any bidder to do any the foregoing shall in no way relieve any bidder from any obligation in respect to its bid. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.
