Coulbourn Mill Pond Dam is one of two dams in the County that the Maryland Department of the Environment (MDE) designates as "high hazard". The hazard classification of a dam is based on the downstream damage that would result if the dam were to fail. It is not related to the dam's structural integrity or operational status. High hazard means that dam failure would likely result in loss of life, extensive property damage, or flood major highways. As such, high hazard dams are held to more stringent regulations. MDE has mandated Coulbourn Mill Dam be upgraded to include downstream embankment armoring to protect it from washouts. The project is included in the county's 2023-2027 Capital Improvement Program (CIP). As of August 25, 2022, further details regarding design and construction have not been identified.* *Project information has been obtained through a public capital improvement plan (CIP).
