The owner states that they are in negotiations for final engineering. The San Dieguito River Park Joint Powers Authority (JPA) is seeking proposals from qualified consultant teams to prepare engineering plans and conduct technical studies for a 1-mile long segment of the Coast to Crest (CTC) Trail called the Osuna Trail segment.
