No bid shall be received unless accompanied by a certified check or a bid bond equal to five percent of the bid, payable to the City as a guarantee that if the bid is accepted, the bidder will execute and file the proper contract and bond within 10 days from the date the lowest responsible bidder's bid is accepted. If the bidder fails to file such contract and bond within the time set by the City, the check or bid bond shall be forfeited to the City as liquidated damages. The City reserves the right to reject any and all bids or to accept any bid deemed for the best interests of the City and to waive any informalities in the bidding.No bid will be opened unless the "Bidders Proof of Responsibility" for 2019 is filed in the office of the City Clerk not later than June 12, 2019.
