Construction of a new storm sewer conveyance system. The project includes clearing, tree removal, manholes, HP polypropylene pipe, earthwork, riprap, minimal concrete pavement, chain link fence removal and reinstallation, landscaping, and all collateral work. Bids for the Project will be on a unit price basis. The Contract Documents are on file for reference at the Office of the Engineer, Midwest Engineering Associates, Inc., 140 E. Washington Street, East Peoria, Illinois 61611 or Pekin City Hall, 111 S. Capitol Street, Pekin, Illinois, 61554 or Greater Peoria Contractors & Suppliers, 1811 WAltorfer Dr., Peoria, Illinois 61615. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Information to Bidders. The successful Bidder will be required to furnish a satisfactory Performance Bond and Payment Bond in the full amount of the Bid. No Bid shall be withdrawn after the opening of the Bids for a period of sixty (60) days after the scheduled time of closing Bids. Contractor shall not pay less than the prevail ing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply witn the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130, et seq.). Bidder's signature shall be construed as acceptance of, and willingness to comply with, all provision of the Illinois Prevailing Wage Act. These prevailing rates of wages are included in this contract. If the Department of Labor revises the prevailing rate of hourly wages to be paid by publicly funded projects, the revised prevailing rate of hourly wages shall apply to this contract. It shall be the Contractor's responsibility to monitor the prevailing wages and adjust the payroll accordingly as soon as any rates are revised. The prevailing rates of wages are revised on a monthly basis and can be found electronically. Revisions of the prevailing wage as set forth above shall not result in an increase in the Contract sum. The Contractor shall submit certified payroll on this project. The City of Pekin, Illinois, reserves the right to waive irregularities and to reject any and all Bids. Unless all Bids are rejected, award shall be made to the low, responsive, responsible Bidder after the Bid evaluation. The award may be made based on the lowest qualified responsive Base Bid alone or the lowest qualified responsive combination of the Base Bid plus any one or more of the Alternate Bids.
