Franklin County is seeking a firm to install approximately 3,500 linear feet of 1.25" SDR 11 HDPE conduit with tape in a four-conduit bank configuration (approximately 14,000 linear feet of pipe in total) in the North region of the Summit View Business Park along the newly-constructed Commonwealth Parkway. Fiber optic cable will be pulled through these conduits at a future date and is not a part of this contract. Only sealed bids will be accepted; fax or email transmissions of bids will not be accepted. Bidders shall submit proof of insurance with bids. No bid shall be withdrawn or modified after the scheduled closing time, except that a bidder may withdraw their bid if the price bid was substantially lower than the other bids due solely to a mistake therein, provided the bid was submitted in good faith, and the mistake was a clerical mistake, as opposed to a judgment mistake, and was actually due to an unintentional arithmetic error or an unintentional omission of a quality of work, labor or material made directly in the compilation of a bid, which unintentional arithmetic error or unintentional omission can be clearly shown by objective evidence drawn from inspection of original work papers, documents and materials used in the preparation of the bid sought to be withdrawn. The bidder shall give notice in writing of his claim of right to withdraw his bid to the Owner within two (2) business days after the conclusion of the bid opening procedures. Bids may not be withdrawn simply because of a lack of bids from sub-bidders. Each bidder shall examine the bid documents carefully and, not later than two (2) working days prior to the date for receipt of bids, make written request for interpretation or correction of any ambiguity, inconsistency or error therein which he may discover to Michael Burnette, Franklin County Economic Development Director at (540) 483-3030 or at Michael.burnette @franklincountyva.gov. Any interpretation or correction will be issued as an Addendum by Michael Burnette to all Bidders. Only a written interpretation or correction issued as an Addendum will be accepted for bidding. No bidder shall rely upon interpretation or correction given by any other method. Bids shall include all permits and necessary materials, equipment, labor, means and methods as necessary to deliver to the Owner the completed goods and services, unless specifically noted otherwise in drawings or in bid documents.
