The City Of Crandon will receive and accept bids for the construction of 2019 Utility Reconstruction WWTF Upgrades. The work for which bids are asked includes the following: Base Bid involves removal of the existing Biolac control panel and installation of a new Biolac control panel, complete. New control panel will reuse existing VFDs and dissolved oxygen monitor present in the Biolac treatment lagoon basin. Bid Alternate No. 1 includes furnishing and installing a floating insulated cover over the Biolac treatment lagoon basin, with support anchors, complete. Bid Alternate No. 2 includes replacement of the Raw Wastewater Pump Human Machine Interface (HMI) and also includes furnishing and replacing the existing programmable logic controller (PLC), both located within / on the existing raw wastewater pumpstation control panel. The raw wastewater pumpstation control panel shall be fully integrated with reused components so that existing operations will be fully functional. Bid Alternate No. 3 includes ammonia-based aeration control of the Biolac aeration basin, which is to be compatible with the new Biolac control panel. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond wito do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. The minimum wages to be paid on the project shall be in accordance with Federal Davis Bacon Wage Rates. Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening. This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.
