Questions may be submitted in writing by e-mail to vivian.saavedra@lacda.org or fax to (626) 943-3814. Questions are due no later than 11:00 a.m., February 12, 2020. Questions submitted after that time will not be accepted. The project scope of work entails the refurbishment and remodeling of an existing public library. This includes, but is not limited to, upgrades of the existing one-story building, approximately 35,000 square feet in area. Upgrades include interior refurbishment, accessibility upgrades, low voltage, mechanical, electrical, plumbing, and other related building and site improvements, furniture, and shelving. Contractors are responsible for verifying site & building conditions prior to submitting their bid. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with all bid documents including plans, specifications, and contract documents. The LACDA intends to award a contract. All bids shall be labeled "Bid for Norwalk Regional Library IFB No. LACDA 20-014, Bid Due Date: February 27, 2020". Any Bidder who wishes his/her bid to be considered is responsible for making certain that it is received by the LACDA at the stated location and at the stated date and time. No oral, electronic, facsimile, or telephonic proposals or modifications will be considered unless specified. Bids received after the scheduled deadline will be returned unopened. Bidders, who, upon request, receive the Invitation for Bids package and do not wish to submit a bid should reply with a letter of "No Bid" by the submission due date. In submitting a bid, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard construction contract, a sample of which is attached to the IFB package for reference. The Public Agencies shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard Public Agencies' contract. As of April 10,2020 Harry H. Joh Construction was awarded. Target start date is late April but might change due to COVID-19 status. The LACDA reserves the right to reject any and all bids. This IFB is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent's bid. It reserves the right to issue supplementary information or guidelines related to this IFB. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the Bids. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability. Insurances (please refer to the Sample Contract for required values) General Liability with Additional Insured Endorsement. Shall include Completed Operations and be on a primary and non-contributory basis. Workers' Compensation, shall be Statutory and include Employer's Liability, and a waiver of subrogation. Automobile Insurance, coverage shall include owned, hired, non-owned, OR any auto. Pollution Liability insurance, including coverage for bodily injury, property damages, and environmental damage California Class B Contractor's License 10% Bid Bond Required, 100% Performance and 100% Payment Bonds Completion of the project within 240 Calendar Days State Prevailing Wage Requirements Compliance with Senate Bill 854 Greater Avenues for Independence (GAIN) Program and General Relief Opportunity for Work (GROW) Program Equal Employment Opportunity (EEO) Act Jury Service Program Child Support Compliance Claims History Disclosures Defaulted Property Tax Reduction Program Nonprofit Integrity Act Local Small Business Enterprise Preference Program Local and Targeted Worker Hiring Zero Tolerance Human Trafficking Policy Compliance with Fair Chance Employment Hiring Practices Certification Interested bidders should review all bid documents for a more extensive description of contract requirements. Mandatory job experience required - All bidders responding to this solicitation shall have completed within the last 8 years preceding the bid due date: At least two ground up new construction of civic, community/publicly oriented type buildings, OR substantial gut rehabilitation/renovation of two civic, community/publicly oriented type buildings, OR a combination thereof. Each of these projects shall be located within California; each will have a total hard cost value in excess of $2.5 million dollars, and each with a total square footage in excess of 15,000 S.F. Such projects shall have included at least three of the following items: low voltage systems, prefabricated furniture or shelving systems, custom millwork, relocation or construction of architectural and/or structural walls, and/or new finishes (carpet, tile, paint). Failure to provide complete information in response to the foregoing minimum requirements shall render the bid non-responsive. Failure to meet the foregoing requirements shall result in disqualification of the bid for failure to meet the mandatory minimum requirements of the bid. However, the LACDA, in its sole discretion, may determine, based upon the information submitted, whether the bidder meets the requirements set forth above. All bidders must complete Part C (in its entirety).
