The City of Owensboro is seeking a contractor to provide bituminous concrete for placement on streets designated for paving by the City Engineer, Regional Water Resource Agency (RWRA) or other Public Agencies. This contract may also include milling and texturing. This work includes all labor, equipment and materials necessary to perform the paving, milling, texturing and traffic control as specified below. The work shall be coordinated with the City or RWRA Engineers Office. Contractor shall furnish, erect, maintain and remove such construction plant and such temporary works as may be required. Any mention of City or Owner in these specifications shall be understood to mean the City of Owensboro, RWRA, and any other public agency buying materials under this contract. TERM OF CONTRACT: The contract shall be in effect from award of contract through December 31, 2020 The City of Owensboro reserves the right to reject any and all bids and to waive any irregularities in said bids. METHOD OF AWARD: This bid will be evaluated on the evaluation criteria established in the bid specifications. The City of Owensboro reserves the right to reject any and all bids or to waive any irregularities in said bids. The right is also reserved to award bids based on the best interest and/or most advantageous to the City of Owensboro. Award will be made to the lowest responsive and responsible bidder meeting specifications. The City of Owensboro reserves the right to consider as a part of the bid evaluation the stated warranty, stated delivery schedule and payment terms Each bid must be accompanied by cash, Cashiers Check, or a Bid Bond duly executed by the bidder as principal and having as surely thereon a surety company approved by the City, in the amount of five percent (5%) of the bid. PERFORMANCE BONDS: The contractor will be required to furnish a 100% Performance Bond. Bond shall be furnished within ten (10) working days after receipt of award notification. PAYMENT BOND: The contractor will be required to furnish a Payment Bond in an amount equal to 100% of the contract amount to assure payment as required by any or all persons supplying labor and material in the execution of the work provided herein. Payment bond shall be furnished within ten (10) working days after receipt of award notification.
