The East County Advanced Water Purification Joint Powers Authority (JPA) invites qualified Design-Builders to submit a Statement of Qualifications. The JPA desires to implement a potable reuse program to supply advanced treated recycled water to East San Diego County. At this time, the JPA seeks qualified entities to design and build a new Advanced Water Purification Pipeline, Dechlorination Facility, and new Lake Jennings Reservoir Inlet through a Progressive Design-Build contract. Project Budget/Funding The estimated design and construction cost for Package #2 is $30 million, excluding contingency. It is anticipated that Package #2, along with the other packages, will be funded through a combination of state and federal grants, low interest loans, municipal bonds, and cash.
