Site work and paving for a mixed-use development in Etna, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; road / highway; and for paving for a road / highway.

**As of December 11, 2020,, 2020, the awarded amount is $793,863.50. Bids must be accompanied by a certified check or bid bond payable to the order of the Borough of Etna, in the amount of 10% of the total bid for the Etna Riverfront Trail and Park. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications or any applicable statutes of the State of Pennsylvania or any municipal ordinances. All work shall be constructed according to the Contract Documents. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania Steel Products Procurement Act, Act No. 1978-3. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance 6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses. The Borough of Etna shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within sixty (60) days of the date of bid opening; provided, however that the Borough of Etna may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough of Etna has received all required approvals from other governmental agencies. Questions shall be submitted in writing to EPDGeneral@epd-pgh.com. Request For Information (RFI) shall have the subject heading of Etna Riverfront Trail and Park Phase Two RFI. The RFIs are due no later than 11:00 A.M. on October 16, 2020 and formal responses will be issued no later than 1:00 P.M. on October 22, 2020. Formal responses to RFIs will be provided to all Contractors who register for contract documents on Accu-Copy. As a concern for public health and safety, a virtual meeting will be utilized for the pre-bid meeting, the bid opening, and/or the award meeting. The meeting information will be publicized as an upcoming addendum posted on Accu-Copy.
