All responses to questions may be provided, in writing, or posted to the Interactive Purchasing System (IPS) at the link below by July 2, 2020, by 5:00 PM The Owner shall have the right to take such steps as they deem necessary to determine the ability of a Bidder to perform the work, and each Bidder shall furnish to the Owner such information and data for this purpose as it may request. The Owner reserves the right to reject any bid where an investigation, or consideration of the information submitted by such Bidder, does not satisfy the Owner that the Bidder is qualified to carry out properly the obligations of the contract and to complete the work contemplated therein. Poor performance, lack of cooperation, or unjustified delay on construction projects for other organizations and agencies in any state, either government, public or private will be given special consideration by the Owner in judging the qualification of a Bidder. (See EXHIBIT A) The successful Bidder will be required to secure a Payment and Performance Bond duly executed by the Bidder as principal and having as surety thereon a duly authorized surety company in the amount of (100%) of the Bidder total base bid. B. Bids submitted without the required bid security will be considered as invalid bids. A Bid bond of 5% of base bid amount, in addition to a payment and performance bond, is required.
