Demolition, site work, renovation and addition to a transportation facility in South Burlington, Vermont. Completed plans call for the addition of a transportation facility; for the demolition of a transportation facility; for the renovation of a transportation facility; and for site work for a transportation facility.
*As of August 24, 2021, a design/builder has been awarded and construction is underway. The project is being bid as a Design-Build contract. The work generally consists of the final design and construction for the expansion of the existing terminal building. The project will serve to improve connectivity between the North and South Concourses, expand passenger queueing space, and provide a larger TSA screening area. The total estimated floor area of the expansion is 35,000 square feet. A preliminary design and summary report has been completed and is presented in the Bid Documents. The project includes a Base Bid, and two (2) Alternate work items. Prevailing wage rates apply. Contractors must be bonded and insured to the level indicated in the Contract Documents. A Federal DBE participation goal is included in the Contract. The project is sales tax exempt. Each bid must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum bid price (total of base bid and alternate bid items) for the contract in the form and subject to the conditions provided in the Bid Documents. Attention of bidders is particularly called to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract. It is the intention of the Owner to issue a notice-to-proceed for this work upon execution of the contract and to have construction begin during the summer of 2021. Attention of bidders is also called to the conditions of employment to be observed and minimum wage rates to be paid under the Contract. The Contractor on this work will be required to comply with the Disadvantaged Business Enterprises (DBE) and Equal Employment Opportunity requirements of the Federal Aviation Administration and the City of Burlington, and the City of Burlington's Women and Construction Trades Ordinance. This project utilizes race-conscious DBE procedures. The DBE project goal for this project is 7.3%. Bidders must comply with the requirements of 49 CFR Part 26, including Appendix A, which discusses making good-faith efforts, to ensure that all DBE's and Small Businesses are afforded the maximum opportunity to work with them on federally funded projects. The Bidder/Offeror will be required to submit the following information: (1) the names and addresses of DBE firms that will participate in the contract; (2) a description of the work that each DBE firm will perform; (3) the dollar amount of the participation of each DBE firm listed under item (l); (4) written documentation of the Bidder or Offeror that attests their commitment to use a DBE firms listed in item (1) to meet the Owner's Project goal; (5) written confirmation from the DBE that it is participating in the contract as provided in the commitment made under item (4); (6) If Bidder or Offeror cannot meet the advertised project DBE goal, evidence of good faith efforts undertaken by the Bidder or Offeror as described in appendix A to 49 CFR part 26; and (7) a list or DBE's and nonDBE's contacted, or who provided quotes as potential Subcontractors under this bid. The Contractor shall comply with 49 USC 50101, which provides that Federal funds may not be obligated unless all steel and manufactured goods used in AIP funded projects are produced in the United States, unless the Federal Aviation Administration has issued a waiver for the product; the product is listed as an Excepted Article, Material Or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list. The Contractor shall comply with Title VI of the Civil Rights Act of 1964, as amended, (Title VI) which prohibits discrimination on the grounds of race, color, or national origin under any program or activity receiving Federal financial assistance. The Contractor shall comply with the Davis-Bacon Act, ensuring that workers employed under this contract receive pay no less than the locally prevailing wages and fringe benefits as determined by the Department of Labor. The Contractor shall not be presently suspended, excluded, or debarred by any Federal department or agency from participating in federally assisted projects. The Contractor shall to comply with Section 6002 of the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act, and the regulatory provisions of 40 CFR Part 247. The Contractor shall not use products or services from a foreign country included in the current list of countries that discriminate against U.S. firms as published by the Office of the United States Trade Representative (USTR). No bidder may withdraw his bid for a period of 180 days following the bid opening. The Board of Airport Commissioners reserves the right to reject any and all bids, to waive any technical or legal deficiencies and to accept any bid that it may deem to be in the best interest of the Airport.
