The QEW Garden City Skyway - Bridge Twinning project includes constructing a new 2.2-kilometre twin bridge to the north of the existing bridge, connecting St. Catharines and Niagara-on-the-Lake. The existing Garden City Skyway (GCS) carries the Queen Elizabeth Way (QEW) over the Welland Canal at the boundary between St. Catharines and Niagara-on-the-Lake. The existing QEW GCS is a 48-span, high-level bridge that is 2.2 km long, 28 m wide and at the highest point over the Welland Canal, the bridge is approximately 40 m high. This bridge provides a strategic transportation and economic trade link between Canada and the Eastern Seaboard of the United States. Approximately 100,000 vehicles per day move across the QEW Garden City Skyway Bridge. TIMELINE: June 12, 2025, Infrastructure Ontario (IO) and the Ontario Ministry of Transportation (MTO) have selected Skyway Bridging Partners as the development partner for the QEW Garden City Skyway - Bridge Twinning Project. Skyway Bridging Partners has signed a Development Phase Agreement (DPA) with IO and MTO, under a Progressive Design-Build model. The DPA phase is a period during which IO, MTO, and Skyway Bridging Partners, as the development partner, work together to progress the design, risk, cost and schedule for the Project. The DPA phase is anticipated to take approximately 19 months; once completed, IO and MTO will have the option to enter into a contract for the construction of the new bridge with Skyway Bridging Partners.
