Park City Municipal Corporation is seeking a qualified contractor to provide potable water tank inspection, cleaning, and repair services over the next five (5) years. Park City Municipal Corporation is soliciting qualifications and rates from firms to provide cleaning, inspection, sampling of water and accumulated sediment, conducting a condition assessment report detailing observations, deficiencies, and recommended corrective actions of twenty (20) potable water storage tanks over the next five (5) years, with the possibility of including two (2) additional tanks that may be constructed during the life of the contract. The tanks are all located within the approximately 14 square miles of Park City limits but outdoor tanks are accessible only by two-track dirt road with adequate parking for a truck and trailer. The water treatment plant (WTP) wet well is located indoors, but in close proximity to adequate parking for a truck and trailer, accessible via roll-up door. Work shall comply in accordance with AWWA Standard C652-11 and any other applicable standards. The Contractor will provide any necessary safety equipment and follow OSHA standards and any other applicable safety standards. Tanks must remain in service during the inspection, sampling, and cleaning. The Contractor shall collect multiple water and sediment samples from each tank under the direction and supervision of the Water Quality team. Park City will provide sampling bottles if given five (5) days of notice. Each tank will be inspected for internal and external condition of structural material, reinforcing structures, paint and/or coatings, safety appurtenances, hatches and sanitary/security equipment. The tanks will be assessed for seismic and corrosivity concerns as well as general maintenance items. The Contractor will provide pictures and video of inspection as well as a written report containing recommendations for maintenance and/or repairs. Discharging of water as a byproduct of cleaning will be mitigated on site by the Contractor. Cleaning of the tanks must take place from Monday through Friday beginning no earlier than 7:30 AM and ending at 5:00 PM. All inspections and cleaning must take place before significant snowfall occurs, generally in late October. A pre-work meeting with the Water Quality and Water Distribution teams will be required. Provide qualifications, references from similar work, available equipment, and rate structure for inspecting and cleaning each tank. If applicable, a fixed annual escalation price shall be included to cover the five (5) years of the contract. Any successful submitter will be required to enter into Park City's standard Service Provider/Professional Services Agreement, in its current form, with the City. Any inquiries related to indemnification or insuranceprovisions contained in Park City Municipal Corporation's standard agreement must be submitted to Park City Municipal Corporation no later than the proposal/submittal deadline. Park City may, in its sole discretion, consider such inquiries. Any changes to Park's City's standard insurance and indemnification provisions shall be approved in Park City's sole discretion. Any service provider who contracts with Park City is required to have a valid Park City business license. Furthermore, the City shall have the right to waive any informality or technicality in proposals received when in the best interest of the City.
