Site work and paving for a sidewalk / parking lot in Menifee, California. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The work will generally consist of about 4,000 linear feet of concrete sidewalk with removal and replacement of: drainage spill ways and 8" curb with gutter. This work will also include the removal and replacement of: 4 existing non-compliant accessible curb ramps, curb, gutter and cross gutters. The replacement of minor striping removal of trees and boulders will also be performed. The work to be performed is located along two arterial roads, Scott Road and Menifee Road located east of the 215 freeway. The first portion of the project is on the south side of Scott Road from Bellamy lane to Menifee Road. The second portion of this project is on the west side of Menifee Road from Scott Road the southern city. Each bid must be accompanied a certified or cashier's check payable to the City of Menifee, or a satisfactory bid bond executed by the bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total aggregate bid amount. This should be received up to time of 3:00 p.m., Tuesday, September 1, 2020 (24 hours after the bid is due). The successful bidder will be required to furnish and pay for a payment bond acceptable to the Agency (a performance bond is not required for this contract). The Contractor to whom the Contract is awarded, and any subcontractor under such Contractor, shall hereby ensure that minority and women business enterprises will be afforded full opportunity to submit bids for subcontracts. Further, there shall be no discrimination in employment practices on the basis of race, religious creed, color, national origin, ancestry, physical handicap, medical condition, marital status, age, or sex in compliance with Government Code 12990. The successful Bidder must comply with all prevailing wage laws applicable to the Project. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages set forth in the General Prevailing Wage Rates for this project are available at the California Department of Industrial Relations Internet web site. In accordance with the provisions of the California Labor Code, contractors or subcontractors may not perform work on a public works project with a subcontractor who is ineligible to perform work on a public project pursuant to Section 1777.1 or Section 1777.17 of the California Labor Code. Any contract on a public works project entered into between a contractor and a debarred subcontractor is void as a matter of law. Agency will accept bids only from Bidders that (along with all subcontractors listed in the bid) are currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. Subject to Labor Code Sections 1771.1(c) and (d), any Bid from an unregistered Bidder or that includes an unregistered subcontractor shall be returned and not considered; provided that if Bidder is a joint venture (Business & Professions Code Section 7029.1). The Agency reserves the right to reject any or all bids, to waive any irregularity(ies), and to take all bids under advisement for a period of sixty (60) calendar days after the date the bids are publicly opened. All costs incurred by bidders as a result of preparing bids under this Notice Inviting Bids shall be the sole responsibility of each bidder. This Notice Inviting Bids neither creates nor imposes any obligation upon the Agency to enter into a contract. Liquidated damages are required by law and will apply to the Project in accordance with the Special Provisions. Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification(s) of contractor's license(s), for the work bid upon, and shall maintain the license throughout the duration of the Contract. Bidders must possess a current State of California "Class-A, or Class C-8" Contractor's License. Agency will accept bids only from Bidders that (along with all subcontractors listed in the bid) are currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. Subject to Labor Code Sections 1771.1(c) and (d), any Bid from an unregistered Bidder or that includes an unregistered subcontractor shall be returned and not considered; provided that if Bidder is a joint venture (Business & Professions Code Section 7029.1) or if federal funds are involved in the Contract (Labor Code Section 1771.1(a)), Agency may accept a non-complying Bid provided that Bidder and all listed subcontractors are registered at the time of contract award.
