This project is intended to develop a corridor plan for the Floyd Boulevard in Leeds commercial corridor, and to identify and design streetscaping improvements and façade improvements. The concept is to create an attractive corridor for both vehicle and pedestrian traffic. Staff intends to partner with the Engineering Division on any infrastructure projects that would occur on the area. The streetscaping will increase the walkability of the corridor and attract development / redevelopment opportunities. In addition, a façade improvement program is proposed for the area that would enhance street improvements. The façade improvement program will be created to match West 7th, Pearl Street, and Pierce Street façade programs of $60,000 max rewards and required 25% matches. A mortgage and promissory note will also be required for a 5-year term. Property owners would have to demonstrate a private investment on the façade or interior remodeling in connection with the façade program. This project is included in the city's fy 2025-2029 Capital Improvement Program.
