The work to be accomplished under the included technical specifications consists of drilling, casing, development and aquifer testing of one water production well for the City of Flagstaff (City) referenced as Fort Tuthill Well 2. The City has contracted ATC Group Services LLC (ATC) as the prime consultant Hydrogeologist to develop the conceptual well design, technical specifications and oversee drilling and subsequent testing of the well. ATC has subcontracted Tata & Howard (T&H) as the Engineer to provide technical support for the project. Fort Tuthill Well 2 shall be installed in accordance with the conceptual well design presented in the included technical specification document. All materials including casing and cement grout shall be supplied and purchased by the Contractor. Engineering data covering all equipment and fabricated materials, which will become a permanent part of the work under this contract, shall be submitted to the City. The drilling, casing, development and aquifer testing of the well shall be conducted under the observation of the Hydrogeologist, Engineer and/or a representative from the City. The conceptual well design for Fort Tuthill Well 2 includes drilling of the well by the dual rotary drilling method with intermediate casing strings (above the groundwater table) and 16-inch diameter casing advanced to approximately 1,800 feet followed by completion of the well with louvered casing and filter pack to approximately 2,500 feet. Aquifer testing of the well is estimated at seven days with pumping rates that can range from 300 to 1,000 gallons per minute (gpm) which will be estimated during well construction. The well will eventually be equipped with permanent submersible pumping and downhole equipment under a separate contract. Work shall be completed within three hundred sixty-five (365) calendar days, beginning with the day following the starting date specified in the Notice to Proceed. The City of Flagstaff reserves the right to reject any irregular Proposal and the right to waive technicalities for acceptance of Proposals, if such waiver is in the best interest of the City of Flagstaff and conforms to local laws and ordinances pertaining to the letting of construction contracts. Proposals shall be considered irregular for the following additional reasons: If the Proposal contains unit prices that are obviously unbalanced., If the Proposal is not accompanied by the proposal guaranty specified by the City.
