Site work and paving for a civil project in Oakland, California. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
The City of Oakland, acting by and through its Board of Port Commissioners (the Port), will receive Bids for the following public work: Former Oakland Army Base Rmp 167B Remediation Oakland, California The work of this 75 calendar day project consists generally of furnishing all labor, materials, appliances, tools, equipment, transportation, services, and supervision required for site remediation at the Former Oakland Army Base RMP 167B site, located north of Vukasin Way (formerly Chungking Street; north of 17th Street) and west of Maritime Street; including, but not limited to: developing, implementing, and modifying traffic control; developing and implementing health and safety plan and storm water pollution prevention plans; locate and remove existing utilities designated for removal as shown on Plans; saw cut existing pavement; remove existing asphalt pavement, reinforced concrete pavement and subgrade to the specified elevation; disposal of contaminated pavement and contaminated soil; backfill the site with clean material and class 2 aggregate base and paving the site with asphalt concrete pavement; installation of peak diversion storm filter device and storm drain pipeline to connect to existing drainage system; minor site grading as shown on Plans, all in accordance with the Contract Documents. A California Class A contractor license is required to bid this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. No contractor or subcontractor may be listed on a bid proposal or awarded any contract for the project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5, with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). This contract is subject to prevailing wage provisions, as specified in Document 00100, Invitation to Bid, and Document 00200, Instructions to Bidders, of the Project Manual. Upon joining the pre-bid meeting, each attendee should email their contact information (attendee's name, company name and address, and phone number) to rperng@portoakland.com to confirm attendance. The Port strongly recommends that potential Bidders attend the pre-bid meeting. The meeting will address the Port's Non-Discrimination and Small/Local Business Utilization Policy, insurance requirements, bonds, and any other special working conditions for this contract. The amount of time that attendees are allowed on site will be limited. The use of face coverings and gloves, and compliance with social distancing requirements, will be mandatory. The Port will provide additional details on the site visit safety protocols to bidders who register for the tour. The Port will not take questions during the site tour; any questions should be emailed to the Project Engineer following the tour. The Port will provide its responses to any such questions via the Log of Responses to Bidder Questions. For further information pertaining to the pre-Bid conference and Site tours, and for information pertaining to other requirements of this project, including the Port's Non-Discrimination and Small/Local Business Utilization Policy, insurance requirements, and bonds, please refer to Document 00100, Invitation to Bid, of the Project Manual. Any Addenda modifying the Plans and Project Manual will be posted at the same location. Pursuant to Port of Oakland Ordinance No. 4321, the Port of Oakland Standard Contract Provisions (February 2015 edition) are incorporated by reference into Project Manuals issued by the Port for public works construction projects. The Standard Contract Provisions are available electronically The Standard Contract Provisions manual is also available in hard-copy format; for details on obtaining a copy, Invitation to Bid, of the Project Manual. All other questions pertaining to the Plans and Project Manual should be addressed to the pertinent contact person(s) listed in Document 00100, Invitation to Bid, of the Project Manual. The Port specifically reserves the right, in its sole discretion, to reject any or all Bids, to re-bid, or to waive inconsequential defects in bidding not involving time, price or quality of the Work.
