Furnishing Labor, Materials and Equipment for Inspecting and Cleaning Port of Oakland Sanitary Sewers and Storm Drains for the Period Commencing January 1, 2026 and Ending December 31, 2026, 2027 or 2028 Oakland, California The work of this annual contract consists generally of furnishing all labor, materials, equipment, traffic control, and incidentals necessary for inspecting and cleaning sanitary sewer lines, storm drains, and manholes as described in the Contract Documents. Closed Circuit Television (CCTV) Inspection of sanitary sewers and storm drains must be performed by a certified National Association of Sewer Service Companies (NASSCO) Pipeline Assessment and Certification Program PACP trained operator using established PACP coding and observations. The work may also include minor sewer pipeline repairs necessary to complete sewer line inspection and cleaning. The estimated cost of the work that may be performed under this contract is approximately $250,000 per year. A California Class A or Class C-42 contractor's license is required to bid this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. No contractor or subcontractor may be listed on a bid proposal or awarded any contract for the project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5, with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Effective January 1, 2024, amendments to California Air Resources Board (CARB) In-Use OffRoad Diesel-Fueled Fleets Regulation require the Port to obtain valid Certificates of Reported Compliance (CRC) from all contractors and listed subcontractors before awarding the Project. Bidders must submit the required CRCs as provided in Document 00200, Instructions to Bidders. The Port strongly recommends that potential Bidders attend the pre-bid meeting. The meeting will address the Port's Non-Discrimination and Small/Local Business Utilization Policy, insurance requirements, bonds, and any other special working conditions for this contract. There will be no site inspection tour. For further information pertaining to the pre-Bid conference and Site tours, and for information pertaining to other requirements of this project, including the Port's Non-Discrimination and Small/Local Business Utilization Policy, insurance requirements, bonds, Maritime and Aviation Project Labor Agreement, please refer to Document 00100, Invitation to Bid, of the Project Manual. Pursuant to Chapter 5.12 of the Port's Administrative Code, the Port of Oakland Standard Contract Provisions (February 2015 edition) are incorporated by reference into Project Manuals issued by the Port for public works construction projects. The Standard Contract Provisions manual has been posted to the same location as the Plans and Project Manual.
