OAHPI is seeking experienced contractors to provide post rehabilitation and unit turnover janitorial cleaning services to its residential housing units over a five-year period. All work is to be performed according to industry standards, and to the requirements and satisfaction of OAHPI. The Contractor will perform post rehabilitation and unit turnover janitorial cleaning services for buildings owned and/or managed by OAHPI located throughout the City of Oakland as requested by the OAHPI Property Manager or their designee. OAHPI offers no guarantee of any amount of work to be performed. Contractors will be expected to provide the necessary labor, cleaning supplies, materials, tools, and equipment to thoroughly clean the entire unit making it ready for occupancy; and where all surfaces (horizontal and vertical) of the unit's living space are dusted, vacuumed, wet- mopped, waxed (if necessary), including the front and rear unit entrance/exit, porches, decks, and balconies. Rehabilitated Units: o Living & Bedroom cleaning include ceiling, walls, floors, ceiling fan, light fixtures, closet, closet shelves, floor, storage areas, etc. o Kitchen area cleaning include all cabinets, countertop, and drawers to be free of dust and debris. The sink area including faucet to be scrubbed and wiped clean. o Bathroom and fixtures to be thoroughly cleaned to include, but not limited to the toilet, bathtub, shower, medicine cabinet, mirror, vanity, vanity cabinet, walls, floor, and exhaust fan cover. All bathroom and plumbing fixtures to be clean and shine. o Windows, window screens and window shades shall be cleaned thoroughly on both sides, including, windowsills, window tracks, stool areas and vertical or horizontal blinds. o Laundry and storage room cleaning to include ceiling, walls, floor, light fixtures, cabinets, and drawers to be wiped free of dust and debris. o Hard surface floors (Tile, LVT) shall be cleaned thoroughly, removing all dirt and debris, and left with a shiny clean surface. o Carpeted areas shall be thoroughly vacuumed to remove any debris. If carpet shampooing is required, contractor shall complete that service. o Light covers/shades shall be removed, cleaned, and secured back in place. o All vents and louvers shall be removed, wiped free of dust inside and out and reinstalled. o Front and Rear entry and interior doors shall be cleaned inside and out to remove dust, dirt, and foreign matter. o All stair treads shall be scrubbed clean and wiped free of all foreign matter o Ceiling fans to be wiped free of dust. Dirt and foreign material. o Maintenance closet areas must be thoroughly cleaned, wiping dust off the furnace, water heater and duct work surfaces. o Unit entrance and exit, porches, decks, and balconies shall be swept and made clean of all dirt and foreign debris. o Cobwebs are to be removed in its entirety. Turnover units o Stove to be thoroughly cleaned. Burner assembly, oven, broiler pans and broiler drawer to be free of burnt on food, grease, and grime. Exterior of stove and range hood to be cleaned with degreaser and wiped clean. o Refrigerator cleaned inside and out and eliminating any stains. o All countertops, backsplash, tile and sink areas shall be thoroughly scrubbed and wiped clean Questions Due: 9/3/2025 Email Questions To: Please submit all questions through the Housing Agency Marketplace eProcurement site
