Only those who have purchased Plans and Specifications from the office of the Engineer will be considered eligible Prime Bidders. The scope of work includes, but is not limited to: Demolition of existing improvements, clearing and grubbing, sawcutting, pulverization of existing A.C. pavement, grading base material, installation of curb and gutter, sidewalk, curb ramps, alley approaches, driveway approaches, valley gutter, median island, park island, A.C. pavement, aggregate base, storm drain manholes, storm drain inlets, storm drain piping, electrical conduit, electrical pull boxes, traffic striping, pavement markings, traffic signage, existing utility lid adjustment, landscaping hardscape, and construction surveying. This contract is funded with Surface Transportation Program Local (STPL) and the rate of wages for each craft or type of work or mechanic employed under this contract shall be as specified under the current determinations of the Department of Labor as required under the Davis-Bacon Act. Where a discrepancy exists between Federal and State prevailing wage rate, the higher of the two prevailing wage rates shall apply. Each bid shall be accompanied by cash, a cashier's or certified check payable to the City of Coalinga, or bid bond issued by a corporate surety, for an amount not less than ten percent (10%) of the aggregate of the bid, as a guarantee that the Bidder will enter into the proposed contract if the same is awarded to him. The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, or to waive minor irregularities in any bid, and to accept any bid. The successful Bidder must possess or obtain a valid California Class "A" Contractor's prior to the scheduled award date of this contract. Bidders are advised that, as required by federal law, the City of Coalinga is implementing the new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). New DBE requirements are covered in the "Federal Requirements" of these Special Provisions. The DBE Goal Contract goal is sixteen percent (16%). The agency may consider the DBE commitments of the 2nd and 3rd bidders when determining whether the low bidder made good faith efforts to meet the DBE goal.
