All signs, materials and supplies must meet specifications according to the U.S. Department of Transportation manual on Uniform Traffic Control Devices Publication No. FHWA-sa-89-006 HTO-21/2-89 (15M) P. Signs must be bid with 3M High Intensity Prismatic Reflective Sheeting. A sample sign of sheeting material must be provided at the bid opening. All signs, materials and supplies must be delivered FOB, no later than thirty (30) days from date of order. This is an all or none bid. The bid award will be made to the lowest responsive and responsible bidder to result in the lowest total cost to the Parish of Ascension. Each bidder is solely responsible for the accuracy and completeness of its bid. The bid shall be valid for one (1) year from the date of Parish Council approval. The Ascension Parish Government shall not be responsible if the bidder cannot complete and submit a bid due to failure or incomplete delivery of the files submitted via the internet. The Parish of Ascension reserves the right to disqualify any Bid, response to a Request for Qualifications, or Request for Proposals if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana. Ascension Parish Government reserves the right to reject any and all bids for just cause. The Parish of Ascension reserves the right to place orders on a lump sum or individual item basis, or any combination as shall in its judgment be in the best interest of the Parish of Ascension.
