The estimated Construction value is between $1,000,000.00 and $2,000,000.00. The work indicated will be partially funded via a Multimodal Transportation Fund (MTF) Grant. The bidding process, contract and conduct of the work must meet the requirements of the MTF grant agreement, which has been entered into by the Township and the Commonwealth of Pennsylvania. The agreement obligates the Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidders attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreement and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the MTF program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. The Project includes the construction of a new on ramp from SR4026 to Westbound SR 8013. The work includes full depth pavement of proposed on ramp, concrete mountable curb, guiderail installation, concrete curb line for SR 4026 Overpass that runs over SR 8013, pavement markings, signal installation on SR 4026 Overpass, and any other related construction for the proposed project. The bid will be for furnishing all labor, materials, supervision, and services associated with the Route 422 Sanatoga Interchange Improvements Project. Bids will have a tentative award date of December 1, 2020, at a regularly scheduled Board of Supervisors meeting A nominal fee of 0.25% of the bid amount (up to $5,000) is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted via PennBID tm. A virtual pre-bid meeting will be held on November 13, 2020 at 11:00am. All Plan Holders will be provided access details for the Virtual Meeting on Thursday November 12, 2020, via PennBID tm Notification. Bids are to be submitted on the forms furnished in the bid package and unit pricing is entered directly into PennBID tm. Each bid shall be accompanied by a bidders bond, certified check or cashiers check, in favor of Limerick Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Limerick Township. All bidders must be PennDOT pre-qualified and must complete the non-collusion affidavit contained within the bidding and contract documents. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA Prevailing Wage Rates determined for the project as stated in the Contract documents. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however, Limerick Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof.
