The work is described in the plans and specifications and on the bid schedule, and consists of the following major quantities (approximately): Road Grading 5.0 Miles Haul and Place Owner-Supplied Aggregate (3'') 8,605 Tons Because the aggregate hauling distance is so great, the project also includes an alternate for Contractor Supplied Aggregate (Grading "J-R"), along with various other minor items as listed on the bid schedule. Bids must be submitted on proposal forms provided in accordance with the contract documents. "...the contract shall be let to the responsible certified resident making the lowest bid if the certified resident's bid is not more than five percent (5%) higher than that of the lowest responsible nonresident bidder." Contractor shall furnish to Owner performance and payment bonds as security for the faithful performance and payment of all his obligations under the Contract Documents. The Work will be substantially complete within 130 days from the date of the Notice to Proceed, and will be completed and ready for final payment in accordance with the General Conditions within 10 days from the date of the Certificate of Substantial Completion. Time will not be counted when the project is officially suspended by the Owner due to acts of God, winter shutdown, and suspensions directed by the Owner. Niobrara County reserves the right to reject any or all bids or schedules, and to waive minor irregularities and formalities therein, and to award the contract in whole or in part in the best interest of the Owner. All roads to be rehabilitated shall be graded and shaped, and then gravel shall be hauled and placed on the surface. Layback the topsoil and vegetation, grade inside the existing right-of-way to reshape roadway where needed to meet the appropriate typical cross-section and to meet the specified compaction requirements, replace removed topsoil and vegetation. This work shall include furnishing, placing, relocating, maintaining, and removing temporary traffic control. Temporary traffic control shall include signs, barricades, flaggers, and other traffic control devices necessary to safely control vehicle and pedestrian access around the work site. The road rehabilitation work as defined in the Project Plans is located entirely within existing Right-of-Way boundaries of Cheyenne River Road.
