****Clarification**** If you submitted Past Performance Surveys under the previous RFO, 697DCK-21-R-00081, you do not need to submit new ones under this RFO The Federal Aviation Administration (FAA) is seeking competent and qualified general contractors interested in providing offers to design and install a replacement building automation system (BAS) and to relocate an existing HVAC distribution panel at the following location: Air Traffic Control Tower at Bethel, Alaska (BET ATCT) This is NOT a Screening Information Request (SIR) or Request for Proposal (RFP). See Section II for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. This statement of work defines the requirements to design and install a replacement Building Automation System (BAS) and relocate an HVAC distribution panel for the Bethel Air Traffic Control Tower (BET ATCT). SECTION I- ANTICIPATED REQUIREMENT SCOPE The contractor will be required to provide all labor, supervision, materials, supplies, and equipment to perform this work in accordance with the Statement of Work (SOW) and with all local, state, and federal laws. The Government does not anticipate changes to the SOW at this time, but may do so as deemed necessary by the Government. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). Work will be done on an operational facility, and the contractor shall comply with all procedures, rules and regulations of the facility authorities including limitations on equipment, allowable work hours, and other issues to ensure uninterrupted air traffic control operations. The North American Industry Classification System (NAICS) is 236220, Commercial and Institutional Building Construction. The small business size standard is $39.5 million. Estimated Price Range: Is between $150,000.00 and $300,000.00. A site visit will be provided. The date, time, location, and point of contact will be provided with the solicitation package. The contractor receiving award is expected to perform at least 25% of the work utilizing their own employees. Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. At this time, the nature of the competition has not been determined. The FAA may decide to do a Full and Open competition or a Set-Aside for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) program. The purpose of this sources sought is to solicit statements of interest and capabilities from small business, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes capable of providing the type of work described in the attached specifications. In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, the FAA requests the following information from interested vendors: A.
