The work consists principally of providing bonds, labor, materials, equipment, and supervision necessary for the repair of various roof damages due to Hurricane Sally at the Alabama State Port Authority's Main Docks and McDuffie Terminal in Mobile, Alabama. All areas of the ASPA Main Docks and McDuffie Terminal are restricted access facilities and require valid Port Access Credentials for entry Due to ongoing concerns with COVID-19, it is requested that companies keep the number of attendees to a minimum and practice the latest Federal and State COVID 19 guidelines including social distancing and wearing masks. Site visits to each building will be conducted beginning immediately after conclusion of the pre-bid meeting. All prospective bidders in attendance will be permitted access to the roof of all buildings with attached ladders. Man lifts will be available at those buildings without ladder access on the day of the pre-bid, however only those prospective bidders in attendance from outside the Mobile, Alabama area will be guaranteed usage, subject to availability. All local bidders should make an appointment, as noted on page 3, to view the roofs requiring man lift access. The site visits to the buildings are within the restricted areas of the ASPA facilities, therefore each attendee that wishes to participate must possess valid ASPA credentials, an active TWIC or must arrange an escort into the facilities. Escort requests must be made at least 24 hours prior to the pre-bid meeting. No same day escorts will be provided. Escort requests and technical request for information (RFI) should be directed to Josh Bell at (251) 441-7205. All escorted individuals are required to have a valid state or federal identification. All vehicles entering ASPA properties are required to have proof of vehicle registration and insurance. All bidders are highly encouraged to carefully examine the sites of the proposed work and to thoroughly review the contract requirements prior to the submission of a bid proposal. Electing to not visit the sites before bidding will not relieve the prospective bidders from the stated requirements to "satisfy oneself as to the character, quality, and quantities of work to be performed, and as to the requirements of the proposed contract". Each bidder shall satisfy oneself as to the character, quality, and quantities of work to be performed, and as to the requirements of the proposed contract. The submission of a proposal shall be proof that the bidding Contractor has made such examination and is satisfied as to the conditions to be encountered in performing the work and as to the requirements of the proposed Contract. All bidding Contractors must hold a current license from the State Licensing Board for General Contractors, Montgomery, Alabama with a classification being BC-Building Construction, BC-S: Roofing and Sheet Metal or BCU4: Building Construction under Four Stories. A Guarantee will be required with each bid as follows: (5%) percent of the amount bid, but in no event more than Ten Thousand ($10,000) Dollars, shall be furnished in the form of a certified check or bid bond payable to the Alabama State Port Authority. A Performance Bond in an amount not less than the sum bid will be required at the signing of the contract and, in addition, a bond in an amount not less than One Hundred (100%) percent of the contract price, insuring payment of all labor and material. Bids will be publicly opened at 2:00 P.M., on Tuesday, January 19, 2020 at the Alabama State Port Authority in the International Trade Center building, 250 North Water Street, 1st floor - Killian Room, Mobile, Alabama. The right is reserved, as the interest of the Alabama State Port Authority may require, to reject any and all bids and to waive informalities in bids received. Due to some of the buildings not having ladder access, ASPA will provide a manlift at the buildings listed below on the stated dates.
