Plans are to provide a new entrance road and Entry Control Facility (ECF) that provides a point of entry for personnel, visitors and deliveries to Barksdale AFB directly from Interstates I-20 and I-220 Description: Notes from Sauer Construction: The purpose of this project is to provide a new Entry Control Facility (ECF) that provides a point of entry for personnel, visitors and deliveries to Barksdale Air Force Base (AFB) directly from Interstates I-20 and I-220. The ECF will be located on the north side of the base and will connect with a new state highway being constructed by the Louisiana Department of Transportation and Development (LaDOTD) onto Barksdale AFB property at a terminus point just south of Kansas City Southern Railway Company (KCS) right-of-way. Design and construction will require coordination with this companion state highway project. From the terminus point of the LaDOTD construction, this project will extend the state highway up to and including a roundabout located north of the proposed ECF. The roadway work includes travel lanes, medians, shoulders, barriers, fencing, site lighting and all required highway-related facilities. The design and construction of the highway extension on Barksdale AFB property, delineated as CLIN 2 on the project drawings in Part 6 of this RFP, must be given necessary precedence to be fully complete and operational within 486 days after contract award.. The remainder of the project is to continue the highway from the roundabout to a new Entry Control Facility Complex. There is then a continuation of this highway until it intersects existing Range Road through a roundabout. ECF construction will consist of the following: new cable reinforced swing gates and fencing, hardened gatehouse, hardened sentry booths, hardened overwatch position, duress alarm system, overhead canopy for tandem vehicle processing with security lighting, signage and LED lane control signal lights, elevated access control lane islands with bullnose protection, rejection turnaround area for privately owned vehicles (POV), inspection facility for vehicle inspection and POV occupants, permanent passive barriers from the perimeter fence to the active vehicle barriers, active vehicle barriers, temporary emergency generator connection point, and all necessary utilities and pavements. *The bid list for this project may be incomplete.
